Negotiated Request for Proposal
The City recognizes the importance of effective Asset Management in contributing to the achievement of overall organizational objectives. The City is committed to maximizing the value derived from its physical assets and recognizes that value is represented by the appropriate balance between the benefits, costs and risks associated with those assets, and that value needs to be sustainable over the short and long term.
The City is looking for a qualified consultant to provide the following services:
• Phase 1 - Review and update the City's Asset Management Policy (2025)
• Phase 2a - Develop an Asset Management Strategy (2026)
• Phase 2b - Develop a Strategic Asset Management Plan (2026)
The Consultant will help engage stakeholders, gather input, provide recommendations, draft, and present the final documents. The Consultant is expected to have expertise in asset management program development and understand latest best practices in the field.
Phase 1 will see the Asset Management Policy updates occur in 2025.
Phase 2 will see the Strategy and SAMP proposed in 2026 (pending Council approved budget). Please note, the City of St. Albert currently has an Asset Management Framework/System. The existing framework may change to better align with the creation of these documents.
