2.0        STATEMENT OF WORK
2.1        Introduction
AFSC is seeking a qualified contractor to provide construction services for a renovation project in their Lacombe Central Office (LCO). The successful Vendor will be required to enter into an Agreement with AFSC for the duration of the deliverables.
The successful Vendor shall have the capacity to provide the necessary equipment and labor for the services included in the RFP and can meet the requirements and expected levels of service to project completion.

If at any time the successful Vendors’ work is deemed unsafe, AFSC, at its sole discretion, may issue an immediate “stop work” order.
For OH&S regulations in the Province of Alberta, the successful Vendor will be considered the “Prime Contractor”.
2.2        Background
AFSC is relocating their Lacombe Branch operations within the Lacombe Central Office as well as exploring potential updates and renovations to the West side building.
Phase One: Relocate Branch Offices
The Branch operations space is currently off the main entrance of the East Building and will be relocated to the West Building. The current space consists of 3 office spaces, a print/mail room and a general reception.
The new Branch space will include ten (10) offices (four (4) that already existing), a print/mail room (already existing), an open office space for four (4) cubicle style desks, a new reception area and a meeting room. See Phase One construction plans attached as Appendix (F).
Phase Two: Renovations to West Building
AFSC may determine additional project scope for office additions to the West Building, beyond the scope of Phase One. The additional updates may include the addition of twelve (12) offices on the third floor and seven (7) additional offices on the second floor. The requirements will be the same as the updates being completed in Phase One. The renovation may also include the incorporation of hybrid shared workspaces and soft seating multi-functional areas on both floors.
No changes to Basement.
See Appendix (G) for current floor plans.

Pre-Bid Mandatory Meeting

A MANDATORY SITE VISIT will be conducted Thursday, December 5th, 2024 at 1:30 PM.

The site visit will take place at 5718 - 56th Avenue, Lacombe, Alberta.

Vendors must pre-register for the site visit by sending an email to RFP@afsc.ca by December 4, 2024

Include “RFP 0713 LCO Construction – Mandatory Site Visit” in the subject line of your email. Please include names of anticipated attendees.

Vendors are expected to bring appropriate personnel to the site to ensure ability to provide accurate pricing.

Vendors will be asked to sign-in to confirm attendance at the MANDATORY SITE VISIT.

2.3        Duration
Phase One of this project is required to commence by January 20-27, 2024, and must be completed prior to March 14, 2024.
If AFSC proceeds with Phase Two, (subject to budget and Executive approval), the work will commence by January 31, 2024, and must be completed by March 31, 2024.
The contract may be extended and/or amended to accommodate for subsequent work and additional scope to be determined, for Phase Two.
Construction/performance bonds may be requested for Phase Two.

2.4        Deliverables
Phase One of the project has already been designed and the construction drawings are included as Appendix (F). Vendors must provide a fixed cost for the construction of Phase One along with confirmation of construction timelines and schedule. Specifications for construction are included in the construction drawings attached in Appendix (F) and the scope of this RFP. A fixed cost is required for Phase One as per section 2.6.5.
Phase Two of the project is in the initial stages and AFSC is looking for a design build approach. If AFSC proceeds with Phase Two the successful Vendor will be required to complete the conceptual design, construction drawings and specifications and complete the construction to turn-key ready. Current floor plans provided as Appendix (G). A fixed cost per square foot is required for Phase Two as per section 2.6.5.
Both phases require the standard AFSC finishes as per Appendix (E) and the Vendor will be required to reuse any current finishings in the space deemed reuseable by AFSC and the Vendor.
The successful Vendor will be required to secure the construction areas including securing material, blocking off occupied areas for safety reasons, blocking of occupied areas to reduce noise, dust and debris from construction. Work can take place during business hours, 8:15 AM – 4:30 PM, Monday to Friday. After-hours work will require prior approval.
The successful Vendor shall provide a minimum warranty period for all material and workmanship for at least twelve (12) months from project final completion.
2.5        Specifications
All construction must meet or exceed Alberta Building Code (ABC) and Alberta Infrastructure Technical Design Requirements, 2019 (TDR). And any other applicable standards.

All required building permits must be completed by the successful Vendor

Specifications include but are not limited to the list below and all specifications as outlined in the attached Issued for Tender Drawings in Appendix (F):
•        All work required to bring the current space to completion based on the drawings provided in Appendix (F) as a turn-key space for Phase One. AFSC will remove non-affixed furniture and items. The contractor will be required to do any demolition if needed.
•        All work to be retrofitted adequately to the current space to ensure proper heating, mechanical and electrical requirements.
•        All work required to create a secure entrance with fob access to stairwell.
•        Mechanical systems shall be in accordance with applicable codes and standards including, but not limited to: Authorities Having Jurisdiction (local building department requirements, local fire department requirements, local by-laws). All applicable National authorities and all applicable Alberta authorities.
•        Mechanical systems shall be designed and installed to maximize usable space within the building while maintaining optimum service clearances for maintenance and repair.
•        All equipment and materials shall be designed and installed in a neat and orderly fashion. In finished areas, all mechanical systems shall be concealed.
•        Some of the structural scope of work for this project consists of providing new supports and modifications to the existing structure for new architectural, mechanical, and electrical renovations taking place throughout the existing building.
•        All electrical work required to ensure building code and operational needs are met.
•        All mechanical work required to ensure building code, operational needs, building comfort and efficient building operations are met.
•        All plumbing work required to ensure building code, operational need and operational efficiency are met.
•        All finishing work (not limited to floors, ceiling, paint, trim, doors, lighting) required to complete space to turn-key ready, all AFSC finishes are included in Appendix (E).
•        All walls must be built with a solid durability to last many years to come and be insulated for sounds-proofing to a reasonable standard for office space.
•        The design of all structural systems will meet or exceed all applicable CSA Standards, thus providing a safe environment for its occupants for years to come.
•        if AFSC determines they will move ahead with a Phase Two project. Complete scope to be determined upon completion of a conceptual design, and complete specifications to be determined by final Construction Drawings. All work will be required to bring the current space based on the future construction drawings for Phase Two as a turn-key space. AFSC will remove non-affixed furniture and items. The contractor will be required to do any demolition if needed.
