The County of Orange, County Executive Office - CPO (hereinafter referred to as “County”), is soliciting proposals from qualified firms (hereinafter referred to as “Respondents”) for Cardiopulmonary Resuscitation (CPR)/Basic Life Support (BLS), Stop the Bleed and First Aid Training Services. Respondents must meet the minimum qualifications and requirements as set forth within the RFP and be capable of providing services identified in the Scope of Work herein.
The proposed schedule below is subject to change. Any changes to the schedule for the RFP process will be issued to all Respondents via addenda on the County's eProcurement Portal.
This is a fully electronic Request for Proposals (RFP). Respondents must submit their proposals online via the County’s online bidding system. Only electronic proposals will be accepted. Facsimile and e-mail proposals will NOT be allowed. All questions or requests for interpretations must be received within this solicitation by Monday, January 5, 2026 , before 2:00 pm as specified in the solicitation. Respondents are not to contact other County personnel with any questions or clarifications concerning this solicitation. Verbal clarifications or responses will not be considered binding.
The County of Orange is establishing a Regional Cooperative Agreement (RCA) for CPR, BLS, First Aid, and Stop the Bleed® training services to meet the training needs of its 22 departments and 18,000+ employees. The RCA will serve as the County’s primary contract vehicle, enabling departments to issue subordinate contracts for agency-specific training requirements.
This RCA is structured to accommodate varying training formats (online, in-person, and hybrid), class sizes, and language needs across departments. While the County is the lead agency, the awarded Contractor must support the subordinate contracting model and comply with County requirements, including pricing transparency, certification standards, and reporting.
Although this is not a cooperative contract in itself, subordinate contracts may be issued to external agencies through the RCA structure, provided the Contractor agrees to the County’s standard indemnification and reporting clauses, including a 2% administrative rebate on qualifying non-County sales, managed via Pavilion.
