The Gwinnett County Board of Commissioners is soliciting competitive sealed bids from qualified suppliers for the
Purchase of Firefighter Helmets and Replacement Parts on an Annual Contract with four (4) one-year options to
renew for the Department of Fire and Emergency Services.
Bid Submittal Date and Location:
Bids should be typed or submitted in ink and returned in a sealed container marked on the outside with the BL# and
Company Name. Sealed Bids will be received until 2:50 P.M. local time on January 21, 2026, at the Gwinnett County
Financial Services - Purchasing Division – 4th Floor Charlotte J. Nash Building, 75 Langley Drive, Lawrenceville,
Georgia 30046. NOTE THAT THE PURCHASING DIVISION HAS TEMPORARILY RELOCATED. ALL BIDS MUST BE
SUBMITTED AT THIS LOCATION. Any bid received after this date and time will not be accepted. Bids will be publicly
opened and read at 3:00 P.M. The bid opening will be virtual ONLY. To access the bid opening virtually, visit the

are legal and binding upon the bidder when submitted. All bids should be submitted in duplicate.

Award will be made to the service provider submitting the lowest responsive and responsible bid. Gwinnett County
reserves the right to reject any or all bids to waive technicalities and to make an award deemed in its best interest.
Bids may be split or awarded in entirety. Gwinnett County reserves the option to negotiate terms, conditions and
pricing with the lowest responsive, responsible service provider at its discretion.
Award notification will be posted after award on the County website, www.GwinnettCounty.com and companies
submitting a bid will be notified via email.

I. Scope
Gwinnett County is soliciting competitive bids from qualified suppliers for the Purchase of Firefighter Helmets and
Replacement Parts.
II. Specifications
MSA Cairns 1836 Traditional Composite Fire Helmet, or approved equivalent to include:
• Amber visor eye protection that recesses securely into helmet when not in use and meets ANSI/ISEA Z87.1
(Defender Visor or approved equivalent)
• Silkscreened eagle front holder to accommodate 6” leather front (frame)
• Meet NFPA 1970 Standard with chin strap width of 5/8”, internal labeling requirements, removable and
reinstallable soft goods within 20 minutes
• Yellow Nomex earlaps
• Ratchet adjustment system to accommodate 5-3/8 to 8-3/8 head sizes
• D-ring and clamp for hanging storage capability
• Gloss or high-luster finish
• Lime-Yellow reflective trim around the crown of the helmet
• Product must be manufactured no more than 60 days prior to purchase order to maximize lifespan. It is strongly
preferred the product is manufactured upon receipt of purchase order.
• Product must be orderable in White, Red, Yellow, and Black helmet colors.
• An order of each helmet should include one front and one insert (color, rank, number, etc. to be determined at
the time of the request).
• Leather 6” front shield frame with back brace and inserts (photos below)
• Line items 2-3 must be compatible with helmet bid in line item 1.
• Fronts and inserts must be orderable in black and red with customizable rank/title and GWINNETT at the
bottom.
• Inserts must be orderable as numbers, letters, or a combination of either.
• Insert must be in the same style as pictured below with sunken in numbers or letters.
• Bid Schedule, line items 4 and 5, front attachment type is mounting holes Cairns 880. Inserts secured to front
via brads/brass fastener and screw holes align with front to secure to helmet mount. Line items 4-5 will only
be awarded in the event line items 2-3 are incompatible with Cairns 1010 front mounting assembly.

III. Equivalent Products
Gwinnett County shall be the sole determinant of acceptability of all approved equivalents. When bidding an
equivalent product, supplier represents:
1. Equivalent product has been personally investigated and determined to be equal to or superior in all
respects to those specified.
2. Product identification, including the manufacturer, spec sheet, or other printed information, should be
provided as part of the bid document.
3. It is the supplier’s responsibility to prove equivalent products equal or exceed the quality level of the
product(s) specified.
IV. Orders
Orders will be placed by the departments on an “as needed” basis. Quantities are approximate annual quantities. Unit
price should include all fees including, but not limited to, Inside Delivery FOB Destination. Orders are to be filled
regardless of quantity and/or dollar amount. All orders must be accompanied by a packing slip with an identifying
purchase order number. Multiple orders are not to be combined within the same box, unless sorted, bagged, and
identified by the purchase order numbers. Orders should be shipped complete unless authorized by ordering
personnel. The exterior of all shipped packages must have labels affixed to include serial numbers, color, model, and
date of manufacture (serial numbers must be represented numerically and with a barcode).
If all or any part of an order contains back-ordered items and vendor will not be able to meet the delivery A.R.O. stated
in the bid, the vendor should document and notify the department liaison of the backorder within 5 days of receipt of
the purchase order.
V. Samples
Samples should be provided upon request within five (5) business days. Each sample is to be labeled with supplier’s
name, item number as indicated on the Bid Schedule, and bid number (BL#). Failure to provide samples by the
required deadline may result in bid being deemed non-responsive. It will be the responsibility of the supplier to incur
all costs associated with providing the samples. After testing, samples may be returned to supplier at supplier’s
request and expense.

Gwinnett County requires pricing to remain firm for the duration of the initial term of the contract. Failure to
hold firm pricing for the initial term of the contract will be sufficient cause for Gwinnett County to declare
bid non-responsive. Contract to begin 3/3/26 or upon approval by the Board of Commissioners.
Unless otherwise noted, quoted prices will remain firm for four (4) additional 12-month periods. If a
percentage increase/decrease is a part of the renewal options, please note this in the space provided
together with an explanation.
