The County of Orange, Social Services Agency (hereinafter referred to as “County”), is soliciting proposals from qualified firms (hereinafter referred to as “Respondents”) for NO VALUE . Respondents must meet the minimum qualifications and requirements as set forth within the RFP and be capable of providing services identified in the Scope of Work herein.
The proposed schedule below is subject to change. Any changes to the schedule for the RFP process will be issued to all Respondents via addenda on the County's eProcurement Portal.
This is a fully electronic Request for Proposals (RFP). Respondents must submit their proposals online via the County’s online bidding system. Only electronic proposals will be accepted. Facsimile and e-mail proposals will NOT be allowed. All questions or requests for interpretations must be received within this solicitation by Wednesday, December 3, 2025 , before 4:00 pm as specified in the solicitation. Respondents are not to contact other County personnel with any questions or clarifications concerning this solicitation. Verbal clarifications or responses will not be considered binding.
The County of Orange (County) Social Services Agency (SSA) is currently requesting proposals to provide Family Finding and Engagement Services (FFES). The purpose of this service is to find and engage family members and/or other supportive adults with children, youth, and young adults in foster care, with the aim of increasing their permanency options. The primary focus of FFES is to impact factors that mitigate risk and enhance healthy development and well-being for children/youth/young adults.
FFES employ an assertive team-based approach to locating and connecting or reconnecting children, youth, and young adults, up to age twenty-one (21) years, with their family members (including siblings) and/or other supportive adults. Various techniques and principles must be incorporated to conduct identification, search, engagement, and follow up activities to locate and connect or reconnect family members and/or other supportive adults of the children, youth, and young adults placed in out-of-home care by SSA. Activities may include, but are not limited to, case mining, telephone calls, internet searches, e-mail communications and in-person visits.
