The City of North Ridgeville is seeking proposals from qualified firms to provide Plans Examiner services
to the Building Division as an independent contractor. Plans examiners will perform building, electrical,
fire, mechanical and plumbing plan review for both residential and commercial structures, on an as-
needed basis. The city may enter into one or more agreements with firms to provide these services.
Plans examiners shall work cooperatively with Building Division staff and under the direction of the
Chief Building Official. He/she shall conduct plan reviews for design integrity and code compliance with
the adopted editions of applicable state and local codes. Plans examiners may be required to meet with
the Chief Building Official as necessary and, when directed, visit construction sites or existing structures
within the city and provide written or oral inspection reports as deemed necessary.
Plan review assignments shall be made at the discretion of the Chief Building Official or designee. The
city reserves the right to utilize its own employees and/or other independent plans examiners to perform
plan reviews. The volume of work is dependent on factors outside the cityʼs control and no guarantee is
made regarding the amount of work that may be assigned.
The Building Division is in the process of transitioning to GovWell, a cloud-based software platform that
will be used for permitting, plans reviews, inspections and code enforcement. Once the program is live
later in 2026, Plans Examiners will be provided with login credentials and will be asked to complete plan
reviews through the new software platform. Training and guidance will be given ahead of the
implementation to ensure reviewers are comfortable with the software.
In the course of the plan review process, the Plans Examiner shall avoid situations involving an actual or
potential conflict of interest and shall act as an agent of the Chief Building Official and shall act in the
interests of the city and the citizens of North Ridgeville. Plans Examiners may provide services for
private client(s) within the City of North Ridgeville during the contract period, provided they do not
conduct any plan reviews concerning their clients for any project they have worked on and shall not
review any plans for a period of not less than one year from the time they last served as a contractor for
the client.
If the proposal is accepted, the Plans Examiner will be required to execute a professional services
agreement provided by the city.

PROPOSALS
Submit either one (1) hard copy of your proposal by mail or an electronic PDF of your proposal by email
to Office Administrator Nicole Rambo-Ackerman at nackerman@nridgeville.org by 4:00 p.m. on January
26, 2026. All proposals shall contain the following:
• Cover letter with name and mailing address of firm and key contact person
• Itemized list of plans examination services firm provides
• Name(s) of personnel assigned with copies of certifications
• Method of transmittal of documents
• Anticipated schedule of review time for various project types (new commercial, alterations, shop
drawings, signs, etc.)
• Proposed fee structure
