Organization Overview
The National Association of Community Health Centers (NACHC) is a national organization supporting
federally qualified health centers and federally qualified health center look-alike organizations and
expanding health care services for the medically underserved and uninsured. Founded in 1971 NACHC
advances access to high-quality, community-driven health care through advocacy, education, training
and technical assistance, leadership development, and strategic partnerships that strengthen health
center performance and improve health outcomes in medically underserved communities nationwide.
Background
As a trusted resource, NACHC delivers training and technical assistance (T/TA) to preserve, strengthen,
and expand the health center movement by assisting existing and potential Federally Qualified Health
Centers (FQHCs) in addressing governance, leadership, operational, compliance, financial, technology,
and organizational challenges and opportunities. NACHC equips health center board members,
executives, and emerging executives with strategies, tools, best practices, and peer learning
opportunities designed to improve organizational performance and health center outcomes. To support
this work, NACHC partners with experienced practitioners and subject matter experts to deliver high-
quality learning and technical assistance solutions through evidence-based instructional design and
adult learning practices.
Qualified Vendor List Overview
NACHC seeks to establish a Qualified Vendor List (QVL) of experienced consultants, faculty, trainers,
facilitators, advisors, content developers, and curriculum developers. Qualified vendors must be
experienced and innovative professionals with knowledge of Section 330 of the Public Health Service

Act, the Health Center Program Requirements including the Health Center Program Compliance Manual,
and have a thorough understanding of the operational, governance, leadership, and strategic challenges
and opportunities facing community health centers as applicable to the categories for which they are
applying.
To support the breadth of NACHC's T/TA portfolio, qualified vendors must have expertise in one or more
content areas listed below.
Content areas include:
* Board Governance
* Executive Leadership
* Revenue Maximization and Operational Performance
* Health Center Fundamentals and Program Compliance
* Technology in Healthcare
* Strategic Planning and Scenario Planning
* Human Resources (HR) and Workforce
* Primary Care and Whole Person Health
A detailed list of content and specialty areas is provided in Appendix A. Specialty areas are provided to
further outline the expertise that NACHC is seeking. Content/specialty areas may evolve over time in
response to organizational priorities, funding opportunities, emerging health center needs, and changes
in the healthcare environment.
Applicants may apply for one or more content areas. Within each selected content area, applicants will
identify the specialty area(s) that reflect their expertise and include evidence of that expertise in
supporting documentation.
Applicants selected through this process will be placed on the QVL and may be considered for future
procurements and/or engagements throughout the performance period. Selection to the QVL does not
guarantee future work, funding, a minimum level of compensation, or a relationship with NACHC.
Selection to the QVL does not mean that NACHC endorses the vendor and vendors should not make
such claims.
T/TA Offering Types
NACHC delivers T/TA through various offering types that vary in scope, audience, duration, and
instructional approach. NACHC's T/TA portfolio is grounded in adult learning principles and instructional
design best practices and promotes knowledge transfer, skill development, peer learning,
implementation, and continuous improvement.
Applying to Multiple Content Areas
NACHC recognizes that expertise often spans multiple content/specialty areas. Applicants may apply to
one or more content/specialty areas based on their qualifications and experience. NACHC encourages
applicants to demonstrate the breadth and depth of their experience through their capability statement,
project work samples, references, and other supporting documentation.

Time Period
The initial period of performance for the QVL is October 1, 2026, through June 30, 2027. During this
period, qualified vendors may be considered for T/TA activities subject to organizational priorities,
funding availability, and procurement requirements.
Applicants selected for inclusion on the QVL may remain eligible for future engagements through June
30, 2030, based on successful performance, continued organizational need, and the availability of
funding. Inclusion on the QVL does not guarantee future work, funding, or a minimum level of
engagement.
Funding & Budget Information
Applicants must submit a rate sheet and a proposed budget for the development and delivery of a
typical Learning Session which consists of 1 hour of learning deployed virtually. The proposed budget
should reflect the applicant's standard pricing approach and include all anticipated labor, materials,
overhead, administrative, and indirect costs associated with the engagement. The proposed budget is
intended solely as a representative pricing sample for evaluation purposes. It will be used to assess the
applicant's pricing approach and does not limit the types, scope, or value of future engagements for
which the applicant may be considered.
Submission of rate information does not guarantee future work and does not constitute a commitment
by NACHC to purchase services at the rates provided. NACHC reserves the right to negotiate scope,
pricing, deliverables, and contract terms for future engagements.

Proposals must be submitted using NACHC's web-based portal by August 24, 2026. Incomplete
proposals will not be considered. NACHC will notify all applicants on or around October 1, 2026.

Upon submission of a complete application, NACHC's review team will evaluate the applicant's
qualifications in response to this RFP. Determining "qualified" enables applicants to engage in future
procurement opportunities.

NACHC will evaluate the completeness, clarity, and overall reasonableness of the rate information provided. In general, NACHC uses the GSA Rate Simulator to guide applicable budget assessments. 15
