The Minnesota Department of Information Technology Services (MNIT), on behalf of the Minnesota Department of Education (MDE), intends to renew an agreement with EMS LINQ (formerly Colyer Technology Solutions) for up to 12 months to renew the School Nutrition Administrative Review software. The renewal includes hosting, licensing, and maintenance and support services. This software is used by MDE per USDA requirements, to conduct administrative compliance reviews of the National School Lunch and Breakfast Programs in Minnesota.
The Agency determined that the School Nutrition Administrative Review software from EMS LINQ is the only commercially reasonably available commodity product that meets the Agency’s business needs and the regulatory requirements of the USDA. This is deemed a single source purchase because the software is solely distributed and supported by EMS LINQ and is not available from other third parties.
