Drugimpairment.com Membership Subscriptions

This is a single source posting notification; there are no solicitation documents for download. This is not a Request for Bid (“RFB”) or Request for Proposal (“RFP”).

The Office of Traffic Safety (“OTS”), a division of the Minnesota Department of Public Safety (“DPS”), intends to acquire four hundred twenty-five (425) membership subscriptions to Drugimpairment.com for a one-year period.

OTS provides funding and support for Minnesota’s Drug Recognition Evaluator (“DRE”) program. DREs require on-going training and continuing education credits in order to maintain their DRE certification, which Drugimpairment.com provides. The Drugimpairment.com product offered by Seven Arrows Enterprises, LLC provides members with access to an online training library of educational tools to take courses and access drug resource guides focused specifically on drug impairment topics for law enforcement and toxicologists. DPS/OTS has deemed this to be a single source acquisition as there are no other comparable International Association of Chiefs of Police (“IACP”) or National Highway Traffic Safety Administration (“NHTSA”) approved online training collateral products available through existing State contracts, certified TG vendors, or by means of DPS/OTS’ market research conducted.
