The City of Janesville is seeking qualified developers to submit proposals for the redevelopment and construction of data centers on approximately 240 acres. This initiative specifically targets the sustainable redevelopment of a municipally owned site, some of which is considered a brownfield site, and aims to drive long-term economic growth.

The City’s goals for this project include:

  • Promoting the sustainable reuse of the property
  • Attracting long-term private investment in digital infrastructure
  • Creating high-quality employment opportunities for local residents
  • Expanding the City’s property tax base
  • Minimizing adverse impacts on the surrounding community and environment

The subject site includes two parcels located at 1000 General Motors Drive and 544 Kellogg Avenue in Janesville, Wisconsin.

Proposals must be submitted, in accordance with the instruction outlined in the RFP document, no later than 4:30 PM CST on August 14, 2025.

All questions must be in writing and emailed to the contact person no later than 4:30 P.M. CST on Monday, August 4, 2025.  Responses to questions will be in writing and will be available to anyone who inquires to ensure uniformity.  Anyone wishing to automatically receive e-mail responses to inquiries should submit a written request to the contact person. Written response will also be posted on the City’s website no later than 4:30 P.M. CST on Monday, August 11, 2025.  Respondents are not permitted to contact other City Staff or Steering Committee members for clarification of the RFP.  Any such contact may disqualify the consultant from evaluation.
