The purpose of this Request for Proposal (RFP) by the City of Harrisonburg, Virginia (City) is to solicit sealed proposals from interested consulting firms (Offeror) to provide consultant services to generate policy options to sustainably finance and effectively structure a Housing Trust Fund and Affordable Housing Dwelling Unit (AHDU) program in the context of the City of Harrisonburgâs existing budget obligations, debt, and revenue generating capacity and the local housing market.The City has received a $20,000 Community Impact Grant from Virginia Housing to fund this project. The City will also contribute an additional $35,000 in funding towards the project.
