4.Scope of Work
The Waukee Community School District is seeking a Bidder for snow and ice removal
services for the parking lot, sidewalks, and playground at Elevate Learning Center.
Currently Waukee CSD has determined there is no suitable space at the Elevate Learning
Center to store a snowblower. The only available locations are either the raised shed,
which makes it difficult to get the heavy machine in or out, or inside the building, which
the fire department does not allow.

4.2General Snow Removal
●​ Snow, sleet and ice shall be fully cleared removed from the designated
parking lot, sidewalks and playground to bare pavement and treated with salt
by 6:00 a.m. on all work days and any other days facility must be accessible
when a two (2) inch deep or more accumulation of snow or sleet has fallen
by the early morning hours.
●​ Snow, sleet and ice accumulations less than 2 inches will be handled by
Waukee CSD by spreading salt.
●​ Normally, Elevate Learning Center facilities are open Monday through Friday,
7:00 a.m. through 4:30 p.m., except for designated holidays.

●​ Bidder shall install safety markers around dumpsters, curbing and grass and
playground areas. Markers shall be placed as soon as possible following
award on year 1 and no later than November 15 in following years. Markers
shall be removed by April 1. Bidder shall replace markers during the season
as necessary.
●​ First year snow removal services shall be provided from Award date - April 1,
2026. Following year removal services shall be provided November 1 - April 1.
●​ Bidder shall provide all required tools, equipment, labor and consumable
products and testing instruments needed for listed requirements.
●​ Bidder shall perform snow and ice removal services in accordance with all
local, State , OSHA, and Federal regulations and ordinances, Bidder shall be
responsible for all fines and citations.
●​ Any services considered incomplete and insufficient shall require Bidder to be
recalled to the site to complete at no additional cost.
●​ Snow shall be pushed over the curb on the far south end of the lot as well as
over the curb on the north end of the lot. Birds may also use the two parking
stalls next to the dumpster enclosure if needed. Bidder shall not impair
doors, waste containers, emergency exits, driver vision at intersections or
driveways.
●​ All building entrances and doors, fire and emergency exits, sidewalks and
walkways on the Site shall be clear of accumulations of snow, ice, or slush.
●​ Bidder shall keep all fire hydrants and post indicators clear of snow and ice to
assure ease of access.
●​ There is no room for Bidder to stage equipment and park vehicles overnight
on sites in anticipation of accumulations.
4.3Daytime/Work Hours Snow Removal
Bidder shall provide continued service if the event continues throughout the day,
each time 2 inches is accumulated, or as needed determined by Waukee CSD
staff, until 9:00pm, in which case the property will then need to be cleared by
8:00am the following morning.

4.5Damages from Bidder Operations
●​ Bidder shall be responsible to replace any damage incurred to Turf, trees,
flower/shrubbery areas, ground covers, irrigation equipment, pavement,
curbs, curb stop re- installation, parking lot signs, and other site items that
are damaged or destroyed due to the Bidder’s operations, negligence or
misuse of chemicals shall be repaired/replaced at Bidder’s expense not later
than May 15 of the term year.
●​ Bidder shall coordinate repair work with Site Based Administrator.
●​ Bidder shall make available monthly logs as to time, date, and type of
services performed.
●​ Bidder shall report any safety hazards or damage to Waukee CSD Operations
on the day of discovery and document with digital photos sent by email to
the Site Based Administrator.
●​ Any damage caused due to Bidder negligence in the maintenance operations
will be replaced or repaired at the Bidder’s expense.
4.6Additions/Deletions of Service
Waukee CSD reserves the right to add or delete similar services during the term
of the Contract as necessary.
4.7Contract Administrator –
The resulting contract administrator will be Julie Janssen, Purchasing Specialist
for Waukee CSD. Any Contract changes shall be amended by the Contract
Administrator.
4.8Site Based Administrator
●​ The site-base administrator is Tyler Puls, Director of Operations.
●​ Any Contract or Service changes during the term of the contract shall be
approved by the Site Based Administrator.

See Exhibit A - Elevate Learning Center Map.
Attached is a map of the property with the areas highlighted that are our
responsibility—this includes all sidewalks, the concrete portions of the parking
lot, the playground, and the main entrance.

4.10Work Rules
●​ Waukee Community School District buildings have specific security and safety
policies and procedures established which shall be adhered to at all times,
per their instructions.
Site Conditions
●​ All work shall be performed in a safe manner.
●​ The Contractor shall at its sole expense immediately correct any dangerous
condition caused by or as a result of the Contractor's work.
●​ The Contractor shall be held solely responsible for any damage to existing
structures, grounds, systems, equipment, or parts, caused by Contractor’s
employees and shall repair or replace the same to its original condition at no
additional cost to the using District Building.
●​ If any shutdown of services is required, the Contractor shall contact the using
District building prior to shutdown.
●​ The contractor shall be responsible for safety of the work site, including
proper markings, barriers, etc.
●​ The contractor shall keep the site clean, and swept on a daily basis, or more
often if required to keep premises clean and safe. The contractor shall
remove all materials, and debris from the work site on a daily basis.
●​ The contractor shall at its sole expense, replace, repair, or otherwise remedy
any damage made to the existing grounds or buildings by the Contractor in
the performance of their work.
●​ Existing walks, driveways and parking areas are to be kept free and clean at
all times. Parking spaces should be arranged with the District. All parking
costs are the responsibility of the Contractor.
4.11Proper Conduct
●​ The Contractor shall adhere to proper conduct at all times.
●​ Proper conduct is meant to include, but shall not be limited to the following:
There shall be no weapons, drugs or alcohol on the premises.
