    MNIT, on behalf of MDH, intends to enter into an agreement with Quest Analytics for up to 12 months. This agreement will cover the implementation and software licensing of Quest Enterprise Services Software as a Service (SaaS) Medicaid Template platform as well as the maintenance and support related to the Quest Enterprise Services Saas Platform. Once implemented, the system will provide health care provider network adequacy determinations. Upon determination of network adequacy, the health plan is approved to be offered as an option for enrollees of Minnesota's managed care organizations, MNsure, and Medicaid/MinnesotaCare. The system will modernize processes and ensure that the information accurately represents the health providers that are available for health plan enrollees. The Department of Health modernized its provider network adequacy review processes by implementing Network Adequacy by Quest, a proprietary solution designed to evaluate, map, and validate provider networks with significantly greater accuracy and frequency. This product replaced the manual, Excel-based process in which health insurance companies submitted provider lists that MDH staff manually reviewed to determine compliance with network adequacy standards for Minnesota’s managed care organizations, MNsure, and Medicaid/MinnesotaCare. Network Adequacy provides a continually updated, validated database of health care providers practicing in Minnesota, along with tools that integrate business data directly into the platform. Because Network Adequacy by Quest is a proprietary solution, MDH requires the vendor to create and deploy a new Medicaid-specific network adequacy template. This template is necessary to evaluate Medicaid provider networks using criteria tied directly to the original purchase and implementation of the Quest product. The creation of this new template will ensure that Medicaid network adequacy determinations utilize the same validated data sources, integrated workflows, and federal compliance features already supported within the system.

    MNIT and the MN Dept of Health has determined that this procurement is a single source purchase because this enhancement is proprietary to Quest and must be developed directly by the vendor to ensure consistent methodology, data governance, and compliance with federal and state program requirements.
