REQUEST FOR PROPOSAL: RETAIL RECRUITMENT FIRM CITY OF PORTLAND, TENNESSEE

Purpose

The City of Portland has issued this Request for Proposals (RFP) from interested parties for a

professional retail recruitment firm. The goal is to engage a provider with proven expertise in retail

recruitment to enhance the City's retail offerings, attract targeted businesses, and foster economic

growth.


Scope of Services

The selected retail recruitment firm will provide market analysis and development services as a

strategic approach to engage with retail businesses and developers. Key deliverables include:

• Strategic Engagement: Direct outreach to retail businesses and developers.

• Prospecting: Providing active connections for retail prospects.

• Marketing Strategy: Assistance in developing a comprehensive marketing plan tailored to

Portland’s unique demographics.


General Requirements

The selected provider will be responsible for delivering the following services:

1. Market Analysis: Detailed data on trade areas, leakage, and consumer behavior.

2. Retail Recruitment Strategy: A roadmap for identifying and securing national, regional,

and local retailers.

3. Marketing Materials: Development of professional collateral to pitch Portland to investors.

4. Reporting and Metrics: Regular updates on recruitment progress and lead generation.


General Information

The City of Portland is a vibrant community with a population of approximately 14,000. Located in

the Nashville region, the city serves as a commercial hub for a trade area population of over 50,000.

With the growth of the city, proximity to Nashville, and the construction of the new bypass

scheduled for completion April 2028, Portland offers significant opportunities for retail

development. The city seeks to leverage these advantages by attracting high-quality retail

businesses to better serve residents and visitors.


Proposal Format

Interested firms must include the following information in their proposal:

1. Company Profile: History, size, and location of the firm.

2. Experience and References: Proven track record with similar municipalities and contact

info for references.

3. Approach and Methodology: A detailed plan on how the firm will execute the scope of

work.

4. Cost Proposal: A clear fee structure for all services rendered.

5. Differentiators: Any additional information or services that distinguish the firm from

competitors.

Proposal Submittal

Each proposal must be submitted in a sealed envelope clearly marked on the outside “Proposal

for Retail Recruitment Services” and delivered to:

Deadline: Proposals must be received by March 6, 2026, at 10:00 AM Central Time. In the event of

inclement weather, or other unforeseen circumstances that prematurely close normal business

operations of the City, notification of a new submission deadline will be posted when conditions

allow.


All proposals will be reviewed and submitted to the Mayor and Board of Aldermen with a

recommendation for awarding the contract.

  • • Responses and any required addenda will be issued in writing and distributed to all known
  • respondents.
  • • Firms are responsible for monitoring for issued addenda and must acknowledge receipt of
  • all addenda in their Proposal.
  • • No interpretation, clarification, or change to the RFP shall be binding unless issued by the
  • City as a written addendum.


Reservation of Rights

The Mayor and Aldermen reserve the right to reject any or all proposals, to waive technicalities or

informalities, and to accept any proposal deemed to be in the best interest of the City of Portland.
