Description

Liard River Hot Springs Park is located at kilometer 765 of the Alaska Highway in Northern BC. The Liard area is important to local First Nations, regional residents, and the travelling public. The hot springs have been a popular tourist destination for decades.

In 2010, a hydrogeological assessment was completed to model the thermal water source area that recharges Liard River Hot Springs. The Federal Government contracted the assessment due to their responsibilities associated with species at risk. Liard River Hot Springs currently has a federal Species-at-Risk Act Critical Habitat order over most of the park to ensure protection and conservation of hotwater Physa.

The 2010 assessment resulted in a model that identified a source area based on hydrogeological standards at that time. BC Parks is seeking a contractor to complete subsequent assessment work to refine the hot springs recharge source area(s) this fiscal year, ending March 31, 2025 (FY25). Our purpose is to manage the park more effectively and ensure protection of the hot springs for future generations.

It is expected that there may be additional steps required that cannot be completed within the current fiscal (FY25) to accurately determine and refine the source area(s) and provide detailed location and mapping of the hot springs source and associated area(s).  The Contract contains an 'option to renew' clause whereby the Ministry reserves the right to but is under no obligation to renew the Contract for a further 2 terms of 12 months each, subject to funding and satisfactory performance of the Contractor.  As renewal is not assured, Proponents are cautioned to prepare their price based on a single term contract only.  Should the option-to-renew be exercised, the bid rate or bid price is expected to remain unchanged in the subsequent term unless, in the ministry's sole opinion, a negotiated rate change is warranted. Notwithstanding the foregoing, any renewal of the Contract shall be at the Province's sole discretion.
