Request for Qualifications
RFQ 2026-003 - GIS Strategic Plan Development
In accordance with North Carolina General Statute 143-64.31, The City of Goldsboro is seeking
qualified professional engineering consulting firms to submit Statements of Qualification to develop
a comprehensive Geographic Information Systems (GIS) Strategic Plan. This plan will serve
as a roadmap for the City's GIS initiatives, technology investments, and organizational
capabilities over the next five years.
The RFQ may be downloaded from the project link on the City's website https://www.
goldsboronc.gov/service/vendor_bidding_information. Electronic RESPONSES shall be submitted
on the city website project link no later than 2:00 PM, August 19th. The City reserves the right to
reject any or all RESPONSES submitted. Electronic links will not be accepted. The City takes no
responsibility for undeliverable or delayed submittals, and it is fully the vendor's responsibility to
ensure delivery of their qualifications package before the published deadline.
There is no expressed or implied obligation for the City of Goldsboro to reimburse CONSULTANTS
for any expenses incurred in the preparation of the RESPONSE to this request.
Any inquiries concerning the completion of the RESPONSE should be directed to Dylan Schreffler,
GIS Manager. All inquiries will be answered, noted and kept confidential unless the same inquiry is
made by more than one CONSULTANT.
RESPONSES will be evaluated by a Selection Committee comprised of the GIS Manager, GIS
Specialist, GIS Technician, and Engineering Services Manager. During the evaluation process, the
City of Goldsboro reserves the right, where it best serves the interest of the City of Goldsboro, to
request additional information or clarifications from CONSULTANTS responding, or to allow
corrections of errors or omissions.
The City of Goldsboro reserves the right to retain all responses submitted and use any ideas in a
RESPONSE regardless of whether the CONSULTANT submitting that RESPONSE is chosen.
Submission of a RESPONSE indicates acceptance by the CONSULTANT of the conditions
contained in this Request for Qualifications, unless the CONSULTANT clearly and specifically
notes the exception(s) in the response submitted and confirms the exception(s) in the contract
between The City of Goldsboro and the CONSULTANT selected. During the evaluation process,
the City reserves the right to request additional information or clarification from applicants. At the
discretion of the City, proposers may be requested to make an oral presentation as part of the
evaluation process. The right is reserved to reject any or all proposals, hold proposals for a period of
ninety (90) days, add or delete work, waive informalities and to select the firm and service options
that are in the best interest of the City.
The City of Goldsboro has an affirmative policy of fostering, promoting, and conducting business
with women and minority owned enterprises and encourage their participation.
