DOWNTOWN LONG VIEW STREETSCAPE AND PEDESTRIAN IMPROVEMENTS PROJECT
I. INTRODUCTION
The Town of Long View, North Carolina, is soliciting Statements of Qualifications (SOQs) from qualified
engineering firms to provide professional engineering, landscape architecture, surveying, permitting,
bidding, and construction administration services for the Downtown Long View Streetscape and
Pedestrian Improvements Project.
The Town recently designated the 1st Avenue SW corridor from 22nd Street SW to 27th Street SW as
the official Downtown District and seeks to implement infrastructure improvements that enhance
pedestrian safety, accessibility, economic development, downtown identity, and community
connectivity.
The selected firm will assist the Town in advancing conceptual streetscape recommendations into final
engineering design and construction-ready documents while supporting future grant funding
opportunities.
II. PROJECT BACKGROUND
The Town of Long View has established a vision for creating a vibrant, walkable downtown corridor
along 1st Avenue SW. Preliminary planning and conceptual design efforts have identified improvements
including:
• Sidewalk construction and replacement
• ADA-compliant pedestrian facilities
• Streetscape enhancements
• Curb and gutter improvements
• Pedestrian crossings and ramps
• Corridor beautification
• Landscaping and urban forestry elements
• Downtown gateway features
• Utility coordination
• Parking and access management improvements
• Wayfinding and placemaking elements
The project corridor generally extends along 1st Avenue SW from 22nd Street SW to 27th Street SW and
may be expanded based upon funding availability and final project priorities.
III. SCOPE OF SERVICES
The selected firm shall provide services that may include, but are not limited to:
Task 1 – Project Management and Coordination
• Project kickoff meeting
• Coordination with Town staff
• Progress meetings and reporting
• Budget and schedule management
• Public engagement support
Task 2 – Surveying and Existing Conditions Documentation
• Boundary and topographic survey
• Utility location coordination
• Right-of-way verification
• Easement identification
• Existing conditions mapping
Task 3 – Preliminary Engineering
• Evaluation of conceptual plans
• Alternative analysis
• Cost estimating
• Corridor planning refinement
• Constructability review
Task 4 – Final Design
• Preparation of construction plans
• Streetscape design
• Sidewalk and pedestrian facility design
• ADA compliance review
• Grading and drainage design
• Utility adjustments and coordination
• Traffic control design
• Landscaping and streetscape details
• Construction specifications
• Engineer’s Opinion of Probable Cost
Task 5 – Environmental Review and Permitting

IV. MINIMUM QUALIFICATIONS
Firms submitting qualifications should demonstrate:
• Registration to practice engineering in North Carolina.
• Experience with municipal transportation, streetscape, downtown revitalization, and pedestrian
infrastructure projects.
• Experience with federally and state-funded infrastructure projects.
• Familiarity with NCDOT standards and requirements.
• Experience with ADA accessibility design.
• Demonstrated ability to manage public engagement and stakeholder coordination.
V. SUBMITTAL REQUIREMENTS
Interested firms shall provide the following information:
1. Letter of Interest
2. Current Workload and Availability
3. Proof of Professional Licensure
4. Any Additional Information Relevant to the Project
Submittals should not exceed 30 pages excluding resumes and appendices.
VII. TENTATIVE SCHEDULE
RFQ Issued: 6/11/2026
SOQs Due: 8/10/2026
VI. RESERVATION OF RIGHTS
The Town of Long View reserves the right to:
• Reject any or all submissions.
• Waive informalities.
• Request additional information.
• Modify the scope of services.
• Cancel this solicitation at any time.
• Select the firm deemed most qualified.
