I. INTRODUCTION
A. PURPOSE OF THIS REQUEST FOR PROPOSALS
The purpose of the Request for Proposal (RFP) is to solicit sealed proposals to establish a contract
through competitive negotiations for the procurement of a statewide youth dance program to be
provided in public schools for at-risk and low income youth and for a statewide dance program to
develop self-agency for youth in public schools in New Mexico.
B. BACKGROUND INFORMATION
During the 2026 legislative session, funding was made available from the New Mexico Government Results
and Opportunity (NMGRO) Program fund to the New Mexico Department of Health (NMDOH) for fiscal
year 2027 and fiscal year 2028 for a statewide dance program to be provided in public schools for low-
income, at-risk youth and for a statewide dance program to develop self-agency for youth in public

C. SCOPE OF PROCUREMENT
The scope of this procurement is to provide statewide youth dance programs in public schools for
low-income, at-risk youth and for a statewide dance program to develop self-agency for youth in
public schools in New Mexico for recurring contract(s) within Fiscal Years 2027-2028. This may
be a multiple award contract. Pursuant to the Procurement Code, Sections 13-1-153 and 13-1-154,
the State reserves the right to issue multiple awards to obtain the item(s) listed.
i. Statewide youth dance programs in public schools for low-income, at-risk youth
1. Provide culturally, age-appropriate, and inclusive dance programs in public elementary,
middle, and/or high schools across New Mexico. The dance program must focus on best
practices for increasing physical activity and improving nutrition among children and
adolescents and designed to reach Native American, Hispanic, and African American students.
2. Incorporate culturally and age-appropriate nutrition education and promotion into all dance
programs in each school.
3. Conduct teacher trainings in each school district served focused on incorporating physical
activity and nutrition education in the classroom.
4. Conduct and submit comprehensive quantitative and qualitative evaluation of the dance
program to assess program efficacy, behavior change, and health outcomes.
ii. Statewide dance program to develop self-agency for youth in public schools in
New Mexico
1. Provide culturally, age-appropriate, and inclusive dance programs in public elementary,
middle, and/or high schools across New Mexico. The dance program must focus on developing
self-agency including using skills learned in dance to build healthy self-esteem, self-
