Notice of Proposed Sole Source Purchase
Mississippi State University anticipates purchasing the item(s) listed below as a
sole source purchase. Anyone objecting to this purchase shall follow the
procedures outlined below.
1. Commodity or commodities to be purchased (make, model, description):
An annual subscription to QwikU’s proprietary recruiting and evaluation platform. The system
combines a comprehensive recruiting database with integrated film, an evaluation system, a
trip builder and logistics tool, real-time filming with immediate viewing in the database, and
roster management and transfer portal features, all in a single platform.
2. Explanation of the need to be fulfilled by this item(s), how is it unique from all other
options, and why it is the only one that can meet the specific needs of the department:
Our football program needs a single platform that supports recruiting evaluation along with
roster management and transfer portal tracking. QwikU is unique because it is the only all-in-
one system that combines a comprehensive recruiting database with integrated film in one
place. It is the only system that provides cut-up films of prospects within the platform and the
only one that allows real-time filming with immediate viewing in the database, which lets our
coaches evaluate prospects in real time. Its evaluation system, trip builder, and roster
management and transfer portal features are not available in any other system on the market.
No other product brings these functions together in one integrated platform, which is why it is
the only option that meets our department’s specific needs.
3. Name of company/individual selling the item and why that source is the only possible
source that can provide the required item(s):
QwikU is the company selling the product under Siskey & Associates LLC. As the developer and
owner of this proprietary platform, it is the only possible source. The database, integrated film,
evaluation system, trip builder, real-time filming, and roster/transfer portal tools are
proprietary to QwikU and are not licensed or resold through any other vendor, so no other
provider can offer a functionally equivalent product. This is confirmed in the sole source letter
provided by QwikU’s CEO, included with this request.
4. Estimated cost of item(s) and an explanation why the amount to be expended is
considered reasonable:
The estimated cost is $25,000 for an annual subscription. This amount is reasonable because it
covers a single integrated platform that combines recruiting database, film, evaluation,
logistics, and roster/transfer portal tools that would otherwise require purchasing multiple
separate systems. Consolidating these functions into one platform delivers this full range of
capabilities at a competitive annual rate for a program of our size.
5. Explanation of the efforts taken by the department to determine this is the only source
and the efforts used to obtain the best possible price:
Our department reviewed all platforms available on the market and could not identify another
vendor that combines these comprehensive features in a single integrated system like QwikU.
We have used QwikU for multiple years and renegotiate each year to maintain our current rate
without any increases. The annual subscription rate represents the best available price for the
full platform.
Any person or entity that objects and proposes that the commodity listed is not sole source and
can be provided by another person or entity shall submit a written notice to:

The notice shall contain a detailed explanation of why the commodity is not a sole source
procurement. Appropriate documentation shall also be submitted if applicable.
If after a review of the submitted notice and documents, MSU determines that the commodity
in the proposed sole source request can be provided by another person or entity, then MSU will
withdraw the sole source request publication from the procurement portal website and submit
the procurement of the commodity to an advertised competitive bid or selection process.
If MSU determines after review that there is only one (1) source for the required commodity,
then MSU will appeal to the Public Procurement Review Board. MSU will have the burden of
proving that the commodity is only provided by one (1) source.
