Description

GENERAL

The Canadian Space Agency (the Agency or CSA) intends to retain the services of a general contractor, qualified to practise and holding a Quebec permit, to provide the necessary services to carry out the project of repair of the radome building located at the 6767 route de l’Aéroport, Longueuil, QC, Canada, John H. Chapman Centre.

SCOPE OF WORK

This mandate pertains to the refurbishment of finishes and the waterproofing of the cast-in-place concrete structure designed to house a scientific instrument used by the CSA. This instrument, referred to as the transponder, will be removed by CSA prior to the commencement of the work and reinstalled upon its completion. The contractor will be responsible for removing all other components necessary to carry out the work. The electromechanical documentation outlines the requirements for the dismantling and reinstallation of these components, as well as the addition of a wall-mounted unit connected to the building. The scope of intervention is limited. The building will be fully vacated for the duration of the work.

OPTIONAL SITE VISIT

It is recommended that the Bidder or a representative of the Bidder visit the work site. Arrangements have been made for the site visit to be held on August 14, 2025 at 10:00 AM.

Bidders must communicate with the Contracting Officer no later than August 11, 2025, 12:00 pm to confirm attendance and provide the following information:

a.        Business name

b.        Business address

c.        Business phone number

d.        Bidder’s representative name(s), with email address and phone number

Bidders who do not confirm attendance and who do not provide the above information will not be allowed access to the site. No alternative appointment will be given to bidders who do not attend or do not send a representative. The representative of the bidder may be requested to sign the Site Visit Attendance Sheet at the site visit. Bidders who do not participate in the visit will not be precluded from submitting a bid.

Bidders must note that all questions must be sent, by email, to the attention of the Contracting Officer. CSA delegate(s) on site are not authorized to take and/or respond to any questions received from potential bidders on site visits. Any clarifications or changes to the bid solicitation resulting from the site visit will be included as an amendment to the bid solicitation.

CONSTRUCTION TIME

The Contractor must perform and complete all Work by March 31, 2026. See specifications for the project milestones.

PROCUREMENT STRATEGY FOR INDIGENOUS BUSINESS

Conditional Set-Aside under the Federal Government Procurement Strategy for Indigenous Business (PSIB)

This is an open tender. However, it will be conditionally set-aside under the Government of Canada’s Procurement Strategy for Indigenous Business (PSIB) if two or more bids have been received by Indigenous businesses who are certified under the Procurement Strategy for Indigenous Business (PSIB) criteria and who may be listed in the Government of Canada’s Indigenous Business Directory.

If your Indigenous business is not yet registered in the Indigenous Business Directory, please do so at the link provided above. If bids from two (2) or more Indigenous businesses are compliant with the terms of the Request for Proposal, the contracting authority will limit the competition to those Indigenous businesses and will not consider bids from any non-Indigenous businesses that may have been submitted.

If the bids from the Indigenous businesses are found to be non-compliant or non-responsive or are withdrawn, such that fewer than two (2) compliant bids from Indigenous businesses remain, bids from all of the non-Indigenous businesses that had submitted bids will then be considered by the contracting authority.
