Description
NOTICE OF INTENT TO AWARD SOLE SOURCE

This is a sole source synopsis published for informational purposes only. The Naval Supply Systems Command (NAVSUP) Fleet Logistics Center Norfolk (FLCN), Contracting Department, Regional Directorate hereby provides notice of its intent to award a sole-source, firm-fixed-price (FFP) indefinite-delivery, indefinite- quantity (IDIQ) contract to DLT Solutions, LLC (DLT). The Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1.

This notice of intent is not a request for proposals or quotations; however, any challenges to this sole source must be received in writing and sent to joseph.p.mulherin.civ@us.navy.mil to be considered by the Government for the purpose of determining whether or not to compete the requirement.
Challenges must include information sufficient to enable the Government to make a determination that an equivalent service exists which would meet the Government’s needs as stated herein. A determination by the Government not to compete this proposed requirement based on responses to this notice is solely within the discretion of the Government.

This is a sole source action to move the Agency Catalog portion of N0018923FR338 for Oracle commercial-off-the-shelf software licenses and related services to a standalone indefinite-delivery, indefinite-quantity (IDIQ) contract with DLT using FAR Part 15 procedures. The standalone IDIQ’s ordering period will last for the remainder of the Agency Catalog’s ordering period; the prices, discounts, and terms and conditions will be identical to those on N0018923FR338.
In essence, this contract action is a continuation and transfer of part of an existing contract to a new contracting vehicle due to a highly unusual and unexpected situation.

The resultant IDIQ contract is anticipated to include an ordering period commencing no later than the day following NASA SEWP V’s expiry and continuing to the intended conclusion of the ordering period on N0018923FR338, 30 May 2028. At present, SEWP V is scheduled to conclude on 31 October 2025; however, it may be extended.

A solicitation is not expected to be made available through the GPE. A solicitation is likely not required due to the unusual nature of the action, but, if required, will be provided directly to the sole source.
