Place of Performance:
The purpose of this synopsis is to provide notice of Naval Information Warfare Center
(NIWC) Atlantic's intent to award a Firm-Fixed-Price purchase order on a noncompetitive
basis to EMS for Prephix software subscription renewal and support. The Government
intends to negotiate solely with EMS under the authority of FAR 13.106-1(b)(1) due to
soliciting from a single source not exceeding the simplified acquisition threshold. The
NAICS Code is 541519 and the Small Business Size Standard is $34M.

Government not to compete this proposed order based upon responses to this notice is
solely within the discretion of the Government. Information received will normally be
considered solely for the purpose of determining whether to conduct a competitive
procurement.
