PUBLIC NOTICE REQUEST FOR STATEMENTS OF QUALIFICATIONS

Washington County Water Conservancy District (district) is a water conservancy district organized and existing under the Utah Water Conservancy District Act. The district is seeking statements of qualifications from qualified vendors to provide Environmental Services for three separate projects on Bureau of Land Management (BLM) property to include Right of Way (ROW), Land Patent, and a Categorical Exclusion on an existing ROW.

The district is seeking Environmental or Engineering, and Specialized Environmental Consultants specializing in the following Environmental Services but not limited to:

• National Environmental Policy Act (NEPA)

o Environmental Assessment (EA)

o Environmental Impact Statement (EIS)

o Public Meetings/Participation

• ROW

o Negotiating land purchases and easements

o Property appraisal

o Permits

o Coordinating with landowners

• Categorical Exclusion

• Patents

• Other related environmental services the firm provides

The following contains information relating to the procurement item required and describes the criteria and selection process the district will use to select responsible vendors for inclusion in the approved vendor list. Only vendors on the approved vendor list selected by the district pursuant to this Request for Statements of Qualifications will be permitted to participate in a subsequent procurement process or be awarded a contract for the procurement item(s) described in this request. The approved vendor list will only include responsible vendors that submit a responsive statement of qualifications and meet the minimum mandatory requirements, evaluation criteria, and applicable score thresholds described in the Request for Statement of Qualifications.

Statements of qualifications must be received by the district no later than Friday, May 8, 2026, 4:00 pm. The statement of qualifications must be submitted in portable document format (PDF) via email to Dinah@wcwcd.gov .
