Title:	Statewide Direct Supervision Escort Services

Bid Synopsis:	The Department of Corrections (DOC) requests bids for Statewide Direct Supervision Escort Services. The DOC intends to use the results of this request for bid (RFB) process to purchase statewide community-based direct supervision escort services for sexually violent persons (SVPs) located throughout state of Wisconsin who have been placed on Supervised Release (SR). Through the Direct Escort Supervision services contract resulting from this RFB, identified SVPs will be required to have 24/7 direct supervision provided by the Contractor whenever the SVP leaves their home/residence during the first year in the community under 980.08 (9)(a) Supervised Release. The SVPs who will receive services have been committed in adult court under Chapter 980 civil commitment and under 980.08(6m) court ordered Supervised Release to the Department of Corrections, with specified direct supervision services as ordered by the local courts. The Direct Supervision Escort (DSE) services include transporting the SVPs during these approved outings. Although the DOC Monitoring Center will monitor the SVPs through Global Positioning Satellite (GPS), Direct Supervision requires unimpeded sight, sound and physical access, such that the Contractor’s DSE staff can always see the SVP, hear the SVP and, if necessary, make physical contact with the SVP, without first going through any barrier. The Contractor receiving the award from this RFB will be expected to start providing services beginning Sunday, February 2, 2025. The Contractor awarded this RFB will be responsible for the provision of direct supervision escort of each referred sexual violent person (SVP) on a 24/7 basis when the SVP is away from the home residence for approved purposes. Once an SVP has been assigned to the Contractor, Direct Supervision Escort staff will be required to be available 24/7 to provide direct supervision services to that person. Services, including the transport of SVPs during approved outings, will be required to be provided statewide on an as needed basis. Each year of the contract, it is estimated that between 16 to 25 sexually violent persons will need direct supervision escort services.
