Description

Naval Air Systems Command (NAVAIR) intends to award sole source Firm Fixed Price (FFP) contracts to Northrop Grumman Defense Systems (NGDS), for Low Rate Initial Production (LRIP) Lot 5 and Lot 6 of the AGM-88G Advanced Anti-Radiation Guided Missile – Extended Range (AARGM-ER), in support of the United States Navy (USN), the United States Air Force (USAF), the Ministry of Defense of the Italian Republic, and Foreign Military Sales (FMS). This procurement is for all tasks required to manufacture, fabricate, assemble, inspect, test, integrate and deliver the AARGM-ER All-Up Rounds (AUR), AGM-88G Captive Air Training Missiles (CATM), test assets, spares in support of AGM-88E2 and AGM-88G, support equipment, and Special Test Equipment (STE); and to provide program management, systems engineering, system safety, configuration management, quality assurance, and integrated logistics support. These contracts also include Advance Acquisition Contracts (AACs) for LRIPs Lot 5 and Lot 6 which will procure long lead items (e.g. components, material, parts, and associated efforts) required to maintain the planned production schedules.





These requirements will be procured in accordance with the statutory authority permitting other than full and open competition under Title 10 U.S.C. 3204(a)(1), as implemented by FAR 6.302-1, “Only one responsible source and no other supplies or services will satisfy agency requirements.” As the sole designer, developer and manufacturer of the AARGM-ER missile, NGDS is the only source that currently possesses sufficient requisite knowledge, engineering expertise, aircraft integration information, and technical data required to perform these efforts. No other source has the technical qualification and necessary resources to perform the work described herein, nor will any other supplies or services satisfy the Government’s requirement.

The Government will consider all information received prior to the closing date of this synopsis. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. There are no commitments by the Government to issue any solicitations, make an award or awards, or to be responsible for any monies expended by any interested parties before award of a contract for the efforts mentioned above.
