SAS Institute – License, maintenance and support services renewal

The State of Minnesota, on behalf of the Minnesota Department of Information Technology Services (Agency), intends to renew an agreement with SAS Institute, Inc. for up to 48 months to provide SAS Data Management Advanced software for the Minnesota Office of Higher Education. This custom designed software allows OHE to link P20 data from multiple state agencies and Ramsey County in the data warehouse, for the purpose of reporting to the public, schools, and legislature as noted in Minnesota statute.

The State has a Master License Agreement with SAS Institute, Inc., Contract No. 55313. Contract No. 55313 grants the State of Minnesota a non-exclusive, nontransferable, and non-assignable license for the use of SAS software with designated operating systems. Because SAS Institute, Inc., retains exclusive ownership rights to the data collected, the licenses are proprietary and are not sold through third-party resellers. For this reason, this renewal has been deemed a single source.
