Prequalification of Construction Contractors
Highway (Engineering) Division
Annual prequalification of HIGHWAY CONSTRUCTION CONTRACTORS for Calendar Year (CY)
2026 will be received at the office of the Department of Public Works of the City of Manchester, New
Hampshire or via email at DPW_Engineering@manchesternh.gov before or at 1:00 P.M., prevailing time on
the 19th day of December, 2025, for the following described general services.
Project: ANNUAL – CY2026
Classifications of Work:
Paving (resurfacing, rehabilitation, preservation, etc.)
General Roadway (construction/reconstruction, sidewalks, drainage, etc.)
Traffic Signals
General Bridge (construction/reconstruction, rehabilitation)
Bridge Painting
Guardrail Construction
Site Work
Contracts will consist of items typically found within the various types of classifications, as well as
supplementary items and/or work associated with particular project conditions and/or locations. Specific
project bid documents, when published, will detail the exact nature of the contract and required project
elements.
Per City ordinance, all contractors interested in bidding are required to submit a sealed prequalification package
and have the prequalification approved prior to submitting a bid. Prequalification forms may be obtained at
the Office of the Department of Public Works for five ($5.00) dollars, or downloaded from the City’s website
at: http://www.manchesternh.gov/Departments/Purchasing/Forms-and-Documents.
The prequalification process for HIGHWAY CONSTRUCTION CONTRACTORS includes two options
to apply for prequalified status:
1. NEW HAMPSHIRE DEPARTMENT OF TRANSPORTATION (NHDOT) PREQUALIFIED
CONTRACTORS: Complete the City’s Prequalification Statement Form Page 1, and Sections 13
(bonding) and 14 (certification) (Page 5). Submit this documentation along with documentation of your
prequalification approval from NHDOT. Prequalification through this process will only prequalify you
for work related to the classification noted in your NHDOT approval. Note: Contractors are responsible
for submitting updated prequalification statements should their status of prequalification with NHDOT
change. The City reserves the right to verify prequalification status with NHDOT.
2. ALL CONTRACTORS (NOT NHDOT PREQUALIFIED OR NOT NHDOT PREQUALIFED FOR
PARTICULAR CLASSIFICATIONS): Complete and submit the entirety of the City’s Prequalification
Statement Form (all sections) along with all required support documentation.
Approved ANNUAL – CY2026 prequalification will be effective starting January 1st, 2026. Project-specific
prequalification packages will also be accepted before individual bids, and may follow either of the application
options described above. Project-specific prequalification packages must be submitted to the City no less than
one (1) week in advance of the scheduled bid opening. The City reserves the right to deny or terminate
prequalification.
All City bid opportunities, including project-specific plans, specifications and proposal forms, can be found
at: http://www.manchesternh.gov/bids. It is the Contractor’s responsibility to check the website for new or
updated bid opportunities. All Contractors are encouraged to sign up for the City’s Bid Newsletter, which
provides email notification when new bid opportunities, or changes to existing bid opportunities, are posted
