Project Bid Received By & Opening Information: NOTICE IS HEREBY GIVEN that electronic proposals will be received online only , until 2:00 P.M., on Wednesday, March 4th, 2024, through the City of Burnsville’s online electronic bid system (QuestCDN). At that time, representatives of the City of Burnsville will open the bids publicly and post the results.
Pre-Bid Meeting Info: There is an optional pre-bid conference for bidders, which is scheduled for 10:00 am, February 18th, 2026 at the Burnsville Water Treatment Plant at 50 River Ridge Court, Burnsville, MN 55337. The pre-bid conference is not mandatory, but interested bidders are encouraged to attend.

Description: Said proposals for the furnishing of all labor and materials for the construction, complete in-place, of the following work:

  • Replacement of the 36” combined discharge header in the High Service Pump Room
  • Replacement of two 30” effluent pipes between the header and yard piping
  • Installation of two full body magnetic flowmeters in an existing vault in the yard of the WTP
  • Relocating the house water service to the GWTP
  • Modifications to the existing vault including replacement of the concrete top
  • Modifications to the existing staircase and installation of a walkway in the High Service Pump Room
  • Replacement of the retaining wall along the High Service Pump Room access driveway
  • Site restoration

Bidders can also view the Contract Documents at either website free of charge.

For this project we will accept only online electronic bids through QuestCDN. Instructions for online bidding are included in the Project Specifications. For electronic bids, electronic bid bonds will also be accepted through Surety 2000 using project # 10038051. The bid bonds must be payable to the City of Burnsville in the amount of five percent (5%) of the amount of bid, to be forfeited as liquidated damages in the event that the bid is accepted and the bidder shall fail to promptly enter into a written contract and furnish the required bond.

The City of Burnsville reserves the right to reject any or all bids, to waive informalities, and to award the bid in the best interest of the City. No bids may be withdrawn for a period of sixty (60) days.

The Council will consider such bids in the Council Chambers at 5:30 p.m. Tuesday, March 17th, 2026.

Bidders must be licensed contractors in the State of Minnesota. Bids will be received on a lump sum basis, including any alternatives (if applicable) as described in the Contract Documents. Bid security must accompany each bid. The successful bidder will be required to furnish a Construction Performance Bond and Construction Payment Bond as security for the faithful performance and the payment of all bills and obligations arising from the performance of the contract.

Contractor and all subcontractors will be required to conform to the employment requirements set forth in the contract documents.
