Amendment 0005 - The purpose of this amendment is to provide some background information regarding Indefinite-Delivery, Indefinite-Quantity (IDIQ) contracts to assist offerors within the competitive range with price-proposal revisions.

Amendment 0004 - The purpose of this amendment is to provide a revised version of Attachment J8, dated 02/17/2026, which provides question and answer number 85. This question was missed when the Question and Answer document was provided in amendment 0001.

Amendment 0003 - The purpose of this amendment is to internally correct the proposal due date, in the Library's system, which should have been extended in amendment 0002. No other changes are made.

Amendment 0002 - The purpose of this amendment is to provide a revised version of Attachment J6 - Past Performance Questionnaire, dated 02/13/2026. This amendment extends the due date for past performance questionnaires from 02/13/2026 to 02/20/2026 at 12:00 PM EST. Offerors that have already had questionnaires submitted on their behalf do not need to have new questionnaires submitted on this revised version of the form.

Amendment 0001 - The purpose of this amendment is to:



1. Provide Attachment J8 - 030ADV26R0011 QA - 20260205 (pp. 11), which contains responses to questions from potential offerors.

2. Update the period of performance (POP) in Section B. The contract(s) now start on 06/01/2026.

3. Provide a list of services that are preferred, but not required, to Section C. Please see C.3.4.

4. Extend the deadline for proposal submission from 12:00pm ET on 02/13/2026 to 12:00pm ET on 02/20/2026.

This is a combined synopsis/solicitation under the authority of FAR Parts 12 and 15.



The Library of Congress (Library) seeks a commercial shipper and/or specialized firm to package, store, and transport Library materials—ranging greatly in use, size, and distance—safely and efficiently from a variety of locations across the country and around the world. These materials include four different performance areas of items and collections: (1) Non-Fragile, (2) Fragile, (3) Fine Arts, and (4) Film/Media.



The Library intends to award a firm-fixed-price (FFP) Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract. The Library reserves the right to award a single- or multiple-award IDIQ as a result of this solicitation.



Please see the attached solicitation document for further instructions.



Attachments J1- J7 are required to compete for this IDIQ. Please review them carefully.



Questions are due 01/26/2026 by Noon ET. Answers to questions will be posted as an amendment to the solicitation at the same location where the solicitation is posted.



Proposals are due no later than 02/13/2026 at Noon ET.
