This is a Pre-Solicitation Notice of Intent to award a sole source contract without providing for full and open competition in accordance with FAR 13.106-1(b)(1) and FAR 6.302-1 (41 U.S.C. 3304(a)(1)) – Only One Responsible Source.
The National Heart, Lung, and Blood Institute (NHLBI), National Institutes of Health (NIH), intends to award a Firm-Fixed-Price Purchase Order to FUJIFILM VisualSonics Corporation for a one-year OEM Service Level Agreement (SLA) renewal for the Vevo F2 High-Resolution In Vivo Imaging System currently in use at the NHLBI Murine Phenotyping Core, Bethesda, MD.
Services include one (1) annual preventive maintenance visit, unlimited corrective maintenance, OEM-certified replacement parts, labor and travel, proprietary software and firmware updates, and technical support for the Vevo F2 system and associated transducers.
FUJIFILM VisualSonics Corporation is the only authorized provider of OEM-certified maintenance services for this proprietary system. No other vendor can perform these services without voiding the manufacturer warranty.
The full Notice of Intent is attached. Interested parties capable of meeting this requirement may submit a capability statement to Nicholas Capobianco at nicholas.capobianco@nih.gov by the response date indicated in the attached notice. Responses will be used solely to determine whether to proceed on a non-competitive basis or conduct a competitive procurement. This notice does not obligate the Government to award a contract.
