ADVERTISEMENT FOR BIDS
The City of Lynchburg on behalf of Lynchburg City Schools is seeking sealed bids for IFB 2026-058 LCS Multiple
Reroofing Projects to be received by the City of Lynchburg, Procurement Division, Third Floor City Hall 900
Church Street, Lynchburg, VA 24504, until no later than 3:00 p.m., March 4, 2026. Received bids will then be
publicly opened and read aloud in the City Hall First Floor Conference Room. A link to a publicly available
video/audio conference call will be posted on the Current Solicitations page of the City’s website prior to the bid
opening. All bids received by the posted deadline will be opened and read aloud on the video/audio conference call.
MAILED OR HAND DELIVERED BIDS: FedEx, UPS, and the USPS have access to the building to deliver
mail/packages to the Procurement Office. If vendors choose to hand deliver bids, they can do so at the Citizens First
Information Center in the lobby on the First Floor of City Hall at 900 Church St. Monday Friday from 8:30 a.m.
to 5:00 p.m. A Procurement Office staff member will be contacted by Citizens First to retrieve the bid and
timestamp it at that time. It is the sole responsibility for the Bidder to ensure their bid is timestamped prior to the
deadline for submission. Please allow additional time to ensure this is done.
ONLINE BID SUBMISSION: To submit a bid online, go to www.lynchburgva.gov/Bids.aspx and click on the
link to open this specific solicitation. Click on the Submit Online button, complete the form, and upload your bid.
Please upload your bid as ONE file. As always, late bids will not be considered.
Linkhorne Elementary School:
The Scope of Work includes the replacement of several adjacent and one nonadjacent section of roof. The roofs
include approximately 132 squares of existing TPO at the hexagon section of the building and approximately 201
squares of existing TPO on the other side of the building surrounding the courtyard. The middle section of the
building is not included.
The existing low-slope roofs are all TPO with structurally sloped roofs. Below the existing TPO are two layers of
2” polyiso insulation over a metal deck. Demolish the existing roof all the way down to the metal deck and replace
with two layers of 2” polyiso with a fully adhered TPO roof.
Bedford Hills Elementary School:
The Scope of Work includes the replacement of several adjacent sections of roof. The roofs include approximately
160 squares of existing EPDM at the older west classroom wing, approximately 58 squares of existing EPDM at the
cafeteria, and approximately 27 squares of existing EPDM at the southern-most roof below the cafeteria. The
sloped roof section of the building is not included, and neither are the 2 auxiliary buildings.
The existing low-slope roofs are all EPDM with tapered insulation on metal deck. Demolish the existing roof all the
way down to the metal deck and replace the tapered insulation to match what is there now with a fully adhered TPO
roof.
Perrymont Elementary School:
The scope of Work includes the replacement of several adjacent sections of roof. The roofs include approximately
286 squares of existing fully adhered EPDM roof. The steep sloped standing seam metal roofs are not included in
this scope.
The existing roof is a fully adhered EPDM roof with tapered insulation on a metal deck. Demolish the existing roof
all the way down to the metal deck and replace the tapered insulation to match what is there now with a fully
adhered TPO roof.
Fort Hill Community School:
The Scope of Work includes the replacement of several adjacent sections of roof. The roofs include approximately
82 squares of existing EPDM at the 2 main roofs and a total of approximately 7 squares at the 3 accessory roofs.
The 2 main existing low-slope roofs are all EPDM with tapered insulation on a lightweight concrete deck. The
accessory roof on the plan-east side of the building is structurally sloped with 2 ½” of insulation and a ½”
coverboard. The accessory roof on the plan-south side of the building is structurally sloped with 3” of insulation
and a ¾” coverboard. The accessory roof on the plan-north side of the building is tapered insulation on a
lightweight concrete deck. For all roofs, demolish the existing roof system all the way down to the deck and replace
the insulation to match what is there now with a fully adhered TPO roof.

An Optional Pre-Bid Conference will be held at 10:00 a.m. on February 11, 2026. The meeting will
begin at City Hall, 900 Church Street, Lynchburg, VA 24504. We will then do a site visit at each of the four
schools.
All requests for clarification of or questions regarding this Advertisement for Bids or for additional
information must be made in writing to: Will Ruberry, CPPB, Procurement Division by email to
william.ruberry@lynchburgva.gov and received by 3:00 p.m., February 25, 2026. All posted clarifications
or addenda must be acknowledged on the Bid Form. Failure to acknowledge the addenda may deem the bid
non-responsive. All addenda associated with this project will be posted no later than February 27, 2026.
There will be a “Live Bid Opening” link on the City’s website at: www.lynchburgva.gov/Bids.aspx so
that the public can observe the proceedings at 3:00 p.m., March 4, 2026. The bid results will be posted on
the City’s Bids webpage after award is made.
