The City of Blaine is requesting proposals for the City’s 2025 printing contract. Proposals must include all items specified in this document. All proposals must be submitted to Communications Manager Ben Hayle at For security reasons, you must enable JavaScript to view this E-mail address. no later than 4:30PM on Friday, November 15, 2024.

Blaine CityConnect Newsletter
  • 11 x 17 page size
  • 8 pages
  • The format will be two 17x22 sheets nested together, with a final fold to 8.5 x 11
  • 60 pound white 30 percent recycled offset
  • 4/4 with bleeds (use vegetable-based inks when available)
  • 32,000 mailed by simplified carrier routes
  • 100 copies boxed and delivered to Blaine City Hall

Mailing: The Blaine CityConnect is mailed, via carrier route, to all Blaine households and businesses. The printer is responsible for mailing preparation and delivery to the post office. The City will provide payment for postage, payable to the printer as part of the printing invoice. Postage cost should be at the presort standard rate.

Schedule: The Blaine City Connect will be printed and mailed six times during the year on the following schedule.

  • March/April Issue - Printed mid-February for delivery by March 1
  • May/June Issue – Printed mid-April for delivery by May 1
  • July/August Issue – Printed mid-June for delivery by July 1
  • September/October Issue – Printed mid-August for delivery by September 1
  • November/December Issue – Printed mid-October for delivery by November 1
  • January/February Issue – Printed mid-December for delivery by January 1

  • 8.5 x 11 page size
  • 32 or 28 total pages (see schedule below for details)
  • 4 cover pages printed on 80 pound gloss (10 percent PCW recycled)
  • 28 or 24 inside pages printed on 60 pound white 30 percent recycled offset
  • 4/4 with bleeds (use vegetable-based inks when available)
  • 32,000 mailing by simplified carrier routes
  • 100 copies boxed and delivered to Blaine City Hall

Mailing: The Blaine Recreation Connection is mailed, via carrier route, to all Blaine households and businesses. The printer is responsible for mailing preparation and delivery to the post office. The City will provide payment for postage, payable to the printer as part of the printing invoice. Postage cost should be at the presort standard rate.

Schedule: The Blaine Recreation Connection will be printed three times during the year on the following schedule.

  • Summer Issue – 32 pages – Printed in late February for delivery in early March
  • Fall Issue – 28 pages – Printed late July for delivery in early August
  • Winter/Spring – 32 pages – Printed late November for delivery early December

  • 11 x 17 page size
  • 4 pages
  • The format will be one 17x22 sheet, with a final fold to 8.5 x 11
  • 60 pound white 30 percent recycled offset
  • 4/4 with bleeds (use vegetable-based inks when available)
  • Approximately 2,200 mailed via client supplied mailing list
  • 500 copies boxed and delivered to the Mary Ann Young Center

Mailing: The MAYC Connect is mailed to specific addresses. The City will provide an updated mailing list for each issue. The printer is responsible for mailing preparation and delivery to the post office. The City will provide payment for postage, payable to the printer as part of the printing invoice.

Schedule: The MAYC Connect is printed monthly. Each issue will be sent to the printer on approximately the 12th of the month for delivery between the 22th-26th of each month.

Proposal Requirements

Proposals must include all fees associated with mailing preparation and delivery services to the post office, except for actual postage fees.

Renewal Language

Proposals must include all 2025 printing as specified above. Proposals may include renewal terms for future years. If the City accepts the proposed renewal terms a multi-year agreement will be signed by both parties to lock in the prices quoted in the proposal.
