SECTION 00030 NOTICE TO BIDDERS

ADCOX ROAD FIRE STATION 1 FIRE TRAINING FACILITY
PEARL RIVER COUNTY, MISSISSIPPI
Sealed bids subject to the conditions and provisions presented herein for the Adcox Road Fire
Station 1 Fire Training Facility will be received until 10:00 AM on Thursday August 13, 2026, by
the City of Picayune and then publicly opened and read at Picayune City Hall located at 203
Goodyear Boulevard, Picayune, MS 39466. Sealed bids shall include the furnishing of all labor,
materials, equipment, incidentals, and performance of all work necessary to complete the Adcox
Road Fire Station 1 Fire Training Facility. Bidders who wish to submit bids electronically in lieu of
a sealed bid may submit their bid through www.dunganeng.com. No oral, telegraphic, telephonic,
or e-mail proposals will be considered. All electronic bids shall be submitted as ONE (1) PDF
document.
The work under this contract includes the preparation of engineered, signed, and sealed
construction drawings for the structure's foundation, as well as engineered, signed, and sealed
construction drawings for a four-story steel structure constructed from 20-foot and 40-foot
shipping containers. The drawings shall include all structural components and details necessary
for the assembly, erection, connection, and integration of the shipping containers, along with all
associated work required as specified in the Plans, Specifications, and Contract Documents.
Copies of the Contract Documents and construction drawings are available for viewing and
obtaining at www.dunganeng.com. The cost of the documents is non-refundable and must be
purchased through the website in order to be on the official plan holders list. ONLY BIDS THAT
HAVE APPEARED ON THE BIDDERS LIST WILL BE CONSIDERED FOR AWARD. For

A non-mandatory Pre-Bid Conference will be held on Tuesday, July 30, 2026, at 10:00 A.M
local time at the office of Dungan Engineering, P.A., 925 Goodyear Blvd., Picayune,
Mississippi, 39466. All interested parties are urged to attend this conference. A virtual
attendance option is available. Please contact our office to request a virtual meeting invite.
Bid preparation will be in accordance with the Instructions to Bidders bound in the Documents.
The City of Picayune reserves the right to waive irregularities and to reject any and/or all bids.

Any contract or contracts awarded under this invitation for bids are expected to be funded in
whole by the City of Picayune. This procurement will be subject to all applicable sections of the
