RENOVATE APPLICATION AND MONITORING PROPOSAL
GENERAL INFORMATION
Sealed proposals will be received on or before 11:00 a.m. December 5, 2025 at the Schuyler County Legislative
Office, 105 Ninth Street, Unit 6, Watkins Glen, NY 14891. Proposals will be opened in the Legislative Office
at 11:15 a.m., December 5, 2025.
Proposal packages may be obtained at the Schuyler County Public Health, 910 S. Decatur St., Watkins Glen,
NY, or by calling 607-535-8140 and are on the Schuyler County webpage at
https://www.schuylercounty.us/174/Purchasing Requests for mailing Proposal packages must be accompanied
by a check for $20.00 made payable to the Schuyler County Treasurer’s Office or with the proposed Proposer’s
express mail account number.
The Lamoka-Waneta Lakes Protection and Rehabilitation District is requesting a proposal for “ProcellaCOR
Application and Monitoring of Lamoka & Waneta Lakes”.
Proposers must submit their proposal in a sealed envelope clearly marked ProcellaCOR APPLICATION AND
MONITORING OF LAMOKA & WANETA LAKES”. FAXED, EMAILED and/or other electronically
submitted PROPOSALS WILL NOT BE ACCEPTED.
Schuyler County reserves the right to reject any or all proposals, including without limitation, nonconforming,
non-responsive, unbalanced, or conditional proposals. Schuyler County further reserves the right to reject the
Proposal of any Proposer whom it finds, after reasonable inquiry and evaluation, to be non-responsible.
Schuyler County may also reject the Proposal of any Proposer if the County believes that it would not be in the
best interest of the project to make an award to that Proposer. Schuyler County also reserves the right to waive
all informalities not involving price, time, or changes in the Work and to negotiate contract terms with the
Successful Proposer.
GENERAL CONDITIONS
1. Appendix A, Standard Terms and Conditions for all Schuyler County Contracts. By submission of a
proposal herein, the successful proposer understands and agrees that the proposer will be bound by the
annexed Appendix A, Standard Terms and Conditions for all Schuyler County Contracts, which shall be
incorporated by reference as if set forth more fully herein and shall govern all terms and conditions of
this such proposal and any resulting written contract.
2. Appendix B: Minimum Insurance Standards for Schuyler County Contracts. By submission of a
proposal herein, the successful proposer understands and agrees that the proposer will be bound by the
annexed Appendix B: Minimum Insurance Standards for Schuyler County Contracts, which shall be
incorporated by reference as if set forth more fully herein and shall govern all terms and conditions of
this such proposal and any resulting written contract. The successful proposer shall be deemed a
Category II Contractor under such insurance and, further, the County of Schuyler and the Lamoka-
Waneta Lakes Association shall be named as additional insured. Within seven days of the date of the
Notice of Award of the Contract, the Successful Proposer must submit to Schuyler County an acceptable
Certificate(s) of Insurance for this project, including proof of compliance with New York State Workers
Compensation and Disability Benefits Coverage laws.
3. Other Insurance: In addition to the Minimum Insurance Standards set forth above, it is the Contractor’s
responsibility to purchase and until completion and full acceptance of the work by Schuyler County,
such General Liability Pollution (CPL), Transit Pollution and Professional Liability
($1,000,000/Occurrence, $2,000,000 Aggregate), Excess Liability (minimum $2,000,000) in the
minimum policy amounts indicated. The County of Schuyler and the Lamoka-Waneta Lakes
Association shall be named as additional insureds. Within seven days of the date of the Notice of
Award of the Contract, the Successful Proposer must submit to Schuyler County an acceptable
Certificate of Insurance for this project that shall name the County and the Lamoka-Waneta Lakes
Association as an additional insured.
4. Protection: The Contractor shall continuously maintain adequate protection of all Contractors work
from damage and shall protect the District and local landowners from injury and loss arising from the
Contract. The Contractor, through the execution of this Contract, accepts full legal responsibility for all
damages, direct or indirect, of whatever nature, and by whomever suffered, arising out of the treatment
described herein and has agreed to indemnify and save harmless New York State, Schuyler County,
including the Lamoka-Waneta Lakes Protection and Rehabilitation District, and the Lamoka-Waneta
Lakes Association from suits, actions, damages and costs of every name and description resulting from
said treatment.
5. Clean-up: The Contractor shall at all times keep the work area clean and safe. Prior to initiation of the
work, the Contractor shall submit a Spill Response Plan acceptable to the NYSDEC.
6. Tax Exemption: No charge will be allowed for Federal, State or Municipal sales, and/or excise tax.
Schuyler County is exempt from any such taxes.
7. Payment: For the treatment application, an invoice for 90% of the treatment proposal can be submitted
two weeks after the application. Invoices for monitoring costs can be made upon completion of the
monitoring program. The remaining 10% treatment retainage will be paid upon the successful
compliance with the terms of the treatment performance warranty based on the results of the Adirondack
Research plant study to be conducted in August, 2026.
8. 2025 ProcellaCOR Treatment Performance Guarantee: SePRO, the manufacturer of ProcellaCOR, will
guarantee the treatment of Eurasian watermilfoil using ProcellaCOR with a targeted year of treatment
control level of 80% or greater. Efficacy evaluations will be conducted by Adirondack Research as
detailed in #9 below. Should less than 80% EWM control be achieved in a designated treatment area,
SePRO will provide the Contractor/Applicator with ProcellaCOR (equal to the amount of product
applied in that treatment area that did not achieve 80% control) for use in the 2027 ProcellaCOR
treatment program for Lamoka & Waneta Lakes at no cost to Schuyler County. The 2027 reapplication
cost by the Contractor/Applicator shall be based on the 2026 application cost per PDUs of the treated
lake area.
9. Adirondack Research Plant Study: EWM and native plant efficacy evaluations will be conducted by
Adirondack Research during August 2026 using point intercept rake toss (two tosses) sampling for the
following locations:
1 Waneta Lake – 315, 312, 313, 310, 308, 309, 250, 305, 264, 289, 293, 294, 295, 299, 300, 303, and
304.
¹ Lamoka Lake – 2, 6, 7, 8, 15, 16, 25, 26, 35, 36, 46, 55, 56, 57, 173, 183, 184, 185, 186, 205, 210, 216,
222, 223, 217A, 218A, 209, 214, 215, 221, 225, 226, 227, 228, 229, 241, 249, 250, 252, 254, 257, 260,
261, 262, and 263.
Additional monitoring locations maybe conducted at the discretion of Schuyler County.
10. Proposers are to return the pages labeled Proposal Form, Non-Collusion Affidavit, Waiver of Immunity
and the Iranian Energy Sector Divestment plus requested information in the Technical Specifications
(#6. Applicator Qualifications).
