INVITATION FOR BID
The Pueblo County Board of County Commissioners is seeking proposals for the following work:
RFQ/IFB 25-39 Liquor and Marijuana Code Hearing Officer
SCOPE OF WORK
(Note- this is not a Request for Proposal (RFP). Selec on for this work will be done a er evalua on of le ers
of interest followed by interviews conducted by the Pueblo County A orney and the Pueblo County Director
of Planning and Development, or their designees.]
Pueblo County is solici ng proposals from qualified a orneys to perform work for Pueblo County as Hearing
Officer in ma ers associated with the Pueblo County Marijuana Code, the Pueblo County Liquor Code, and
the por ons of the Pueblo County Zoning Code that relate to liquor and marijuana businesses licensed to
operate in Pueblo County. Pueblo County will select at least one Hearing Officer through this process and
may select one or more back-up Hearing Officers to perform work as Hearing Officer when the primary
Hearing Officer is unavailable or if cases expand to a level requiring a significant increase in hearings.
In this posi on the selected individual will conduct hearings, assess credibility of witnesses giving tes mony,
make rulings on mo ons, make findings of fact and conclusions of law, and order penal es for viola ons
found of the Pueblo County Marijuana Code, Pueblo County Liquor Code, and Pueblo County Zoning Code.
Responding par es must have a law degree from an accredited law school and must have an ac ve license to
prac ce law in Colorado or must have had an ac ve license to prac ce law but have allowed that license to
become inac ve while in good standing.
Prior experience as a judge, an administra ve law judge or hearing officer in any se ng is not required for
considera on. However, those submi ng proposals must have some li ga on experience in a courtroom or
administra ve law se ng.
Administra ve and legal support for the Hearing Officer selected will be provided by Pueblo County.
However, Hearing Officers will be expected to dra and submit their orders and invoices for services on their
own equipment and may be required to deliver such documents electronically.
Hearing Officers selected will be paid $200 per hour for all work performed conduc ng hearings and $100 per
hour for work performed in a non-hearing se ng (dra ing opinions, mee ng with Pueblo County Staff,
submi ng invoices, etc.).
To submit a proposal, interested applicants shall submit a le er of interest along with a resume, c.v., or
other summary of educa on and work experience. The le er of interest should indicate why the applicant
is interested in performing work as a Marijuana Code Hearing Officer and how her/his prior work
experience qualifies them to sa sfactorily perform such work.
Proposals will be received from the me this RFQ/IFB is published (December 9, 2025) un l 2:00 p.m. (MDT)
(our clock) on January 7, 2026.

CO 81003 or submi ed electronically at purchasing@pueblocounty.us. The subject line of any emailed
response must be clearly marked “Request for Qualifica ons/Invita on for Bid, RFQ/IFB No. 25-39 Liquor
and Marijuana Code Hearing Officer”. Proposals received a er the me and date stated above will not be
considered.
