This letter is to advise all prospective bidders of the following contract addendum:
Proposal Changes:
• On page 6 of the proposal document, corrected bid opening day in item 11 listed on the Instructions
to Bidders to Wednesday, February 4, 2026.
• Added Z125 Award Limits on Multiple Projects provision on sheet S-35.
• On page S-36 (bid form), changed line item 11 unit of measure to lump and the item description as
follows:
Approximately 15,460 LBS of Structural Steel
• On page S-36 (bid form), changed unit of measure on line item 19 Timber Bridge Decking to
Lump Sum.
• On page S-37 (bid form), added the following items:
- Line No. 36 Object Marker, Type 3 8 EA
- Line No. 37 7’ U-Channel Posts 8 EA
• Replaced the PRB.31775 Proposal document on the Division 13 Letting page with the revised

Additional Questions Submitted:
1. Bridge Shoring and Load Restrictions
Please clarify who is responsible for the installation, maintenance, and removal of temporary shoring on
bridges that do not meet posted weight limits. Additionally, confirm whether the Contractor is responsible
for removing existing shoring or only for shoring installed as part of this contract. To whom do we submit
temporary shoring design plans for review and approval?
Answer: See Section 105-15, 2024 NCDOT Specifications for Roads and Structures
2. Posted Weight Limits / Overloading
Specification Article 105-15 (Page 64) references posted weight limits and overloading of bridges. Please
clarify whether temporary overloading is permitted during construction and who is responsible for repairs
to roadways or bridge components resulting from overloading associated with construction activities.
Answer: Section 105-15 addresses this item. Line 31 specifically addresses contract time and
compensation.
3. Utility Conflicts
The contract documents do not appear to address utility conflicts. Please confirm whether any utilities are
known to be buried within the project limits and whether the Contractor should anticipate utility
coordination, relocation, or protection within the scope of work.
Answer: See page G-21 & G-22 of the project proposal as the contractor is responsible for
contacting affected utility owners. As with any project involving ground disturbance, a
call to 811 is necessary.
4. Erosion Control – Roles, Responsibilities, and Permits
Specifications Sections G-22 through G-27 outline erosion and sediment control requirements. Please
clarify who is responsible for Level One on-site erosion control supervision, whether an NPDES permit is
required under this contract, and whether an erosion control plan is required, as no such plans appear to be
included in the bid documents.
Answer: Erosions Control Supervisor to be supplied by the contractor.
5. Record Keeping and Reporting
Specifications SSP 21 through SSP 34, and specifically SSP 23 Paragraph 11, reference records and
reports. Please confirm what records and reports are required from the prime contractor versus
subcontractors, and whether the prime contractor is responsible for maintaining and submitting records
for all subcontractors, including secondary subcontractors.
Answer: The contract is with NCDOT/NCEM and the prime contractor. The prime contractor
will be the responsible party.

6. Traffic Control
Traffic Control pay items TC-1 through TC-3 are included in the proposal; however, no traffic control
plan is provided. Please clarify whether a Traffic Control Plan is required to be prepared by the
Contractor and whether it must be submitted for approval prior to construction. Will the contractor be
supplied with a Traffic Control Plan in accordance with NUTCD?
Answer: Traffic Control plan is not required however traffic control must be placed in
accordance with all applicable NCDOT Standard Specifications for Roads and
Structures, NCDOT Standard Drawings and the Manual of Uniform Traffic Control
Devices (MUTCD) .
7. Safety Fence and Jurisdictional Flagging
Pay Item EC-7 includes safety fencing and jurisdictional flagging; however, no corresponding plan is
included. Please clarify whether the Contractor is required to develop a Safety Fence and Flagging Plan
and whether agency review or approval is required prior to installation.
Answer: Items are listed if needed as directed by the engineer for placement on project. No
agency review. Concrete Washout Structures do require safety fence to be installed per
the detail in the plans.
8. Asbestos Assessment / Abatement
The documents reference asbestos assessment and/or abatement, but no corresponding pay item is
included. Please clarify whether asbestos assessment or abatement is required under this contract and, if
so, how this work is to be compensated.
Answer: Asbestos Assessment is listed as Line No 5 on the Bid Form.
9. Environmental Commitments – Green Sheets
Specification ST-17 (Green Sheets) references environmental commitments and Special Provisions.
Please confirm whether Rip Rap or similar environmental plan is required and clarify the statement that
certain environmental documentation has to be brown in color, including what specific document this
applies to.
Answer: Permit conditions must be followed as there are no project specific permits at this site.
The replacement structure will completely span the channel in the same location and same
footprint as the damaged/preexisting structure. No structures shall be installed within the
jurisdictional limits of the stream to include dewatering structures, work pads, causeways, work
roads, etc. Equipment may access the workspace within the jurisdictional limits of the stream
provided that all equipment be inspected prior to use in the water and be clean and leak free.
Eroded material/material (e.g., soil, rock, rip rap, etc.) that was deposited by Hurricane Helene in a
stream or river may be excavated; however, no excavation of material below the pre-storm bed
elevation is allowed. Debris such as trees, cars, trash, etc. that was deposited by Hurricane Helene
in a stream or river may be excavated; however, no excavation of material below the pre-storm bed
elevation is allowed. Reconstruction and/or stabilization of road shoulders/stream banks in the
same location and same (or smaller) footprint as the pre-storm road shoulders/stream banks is
permissible; however, this shall be limited to only that which is necessary to protect the
replacement structure. Temporary structures shall not be installed within the jurisdictional limits of
the stream to include dewatering structures, workpads, causeways, work roads, etc
