Description

This is a Notice of Intent, not a request for proposal. The National Institute of Allergy and Infectious Diseases (NIAID) of the National Institutes of Health (NIH) intends to negotiate on an other than full and open competition basis with Genedata (USA), Inc., 1 Cranberry Hill, Suite 403, Lexington, Massachusetts 02421-7397, United States, to procure a renewal of Genedata Analyst software license, maintenance and support.





The National Institute of Allergy and Infectious Diseases' (NIAID), Viral Pathogenesis and Evolution Section (VPES), Laboratory of Infectious Diseases (LID), conducts research directed toward defining the pathobiology of respiratory viral pneumonia, including influenza A viral infections and developing means for their control. VPES engages in a wide range of research activities that extends from clinical virology and correlates of immunity studies in humans to molecular characterization of animal and human infections with influenza A viruses that can cause severe, acute disease of the respiratory tracts in animal models. Scientists in the section employ high-throughput genomic, proteomic, computational modeling, and machine learning to understand the molecular basis of viral disease and the pathogenesis viral pneumonia in humans and animals and with the goal to develop and evaluate novel vaccines, antiviral drugs, and therapies.





This is a follow-on purchase of a bioinformatics analysis program currently used by the VPES to perform comprehensive statistical modeling of ‘multi-omics’ data and advanced visualizations for target-of-interest, biological network characterization, and diagnostic/prognostic biomarker identification in genomics/transcriptomics/proteomics data sets from animal model and human clinical samples derived from vaccine and infection studies performed by the VPES, as part of its mission to characterize understand disease molecular pathology to develop novel medical countermeasures and vaccines.



This software is required to continue to perform bioinformatics, statistical, and machine learning analysis of large ‘multi-omics’ data sets to characterize immune systems network responses in human samples obtained during vaccination and/or infection with influenza A viruses, including Phase I and Phase II universal vaccines.





Description of supplies to be purchased:





1. Renewal of Software License, including Support and Maintenance for Genedata Analyst





Period of Performance: March 1, 2025 to February 28, 2026.





Services shall be performed at the following location:



NIH, NIAID, 33 North Drive, Bethesda, MD 20892, United States.

The statutory authority for this sole source requirement is 41 U.S.C. 1901 (a) (1) as implemented by FAR 13.106-1 only one responsible source and no other supply of service will satisfy agency requirements. THIS IS NOT A REQUEST FOR PROPOSAL. All responsible sources that could provide comparable services may submit a capability statement that will be considered.
