Overview & Purpose

The Montpelier Recreation Department (MRD) is a municipal organization that manages the Montpelier Recreation Center, located at 55 Barre Street. This facility hosts a variety of public programs, including structured and open-gym time for Basketball, Pickleball, and Dodgeball, and serves as the operational base for several departmental staff offices.

The RFP is competitive and authorized under 2 CFR 200.320 Procurement Methods and will be funded by federal funds following federal procurement requirements.

The MRD, in collaboration with Efficiency Vermont, is soliciting proposals from qualified contractors for air sealing and insulation services at the Montpelier Recreation Center. This work is a crucial component of a larger planned facility renovation, which includes upgrades to the HVAC and electrical infrastructure. The primary objective of this weatherization project is to significantly enhance the building envelope's thermal performance—specifically, by increasing insulation and reducing air leakage—to effectively mitigate heating and cooling energy demand.

Property Description

The Montpelier Recreation Center is a 15,000 square foot municipal structure, constructed in 1932 and situated in proximity to downtown Montpelier, VT. The building encompasses a large gymnasium, a lobby, administrative offices, and storage areas.

Existing Building Envelope:

  • Walls: Exposed brick masonry.
  • Roof: Flat, single-ply EDPM membrane. Gym roof has R-40 insulation. Office roof is not insulated.
  • Foundation: Masonry foundation walls.
  • Windows: Single-pane, wooden-framed.

Existing Mechanical Systems: The facility is heated by a single-pipe steam system, with low-pressure steam generated by a Smith Series 19A cast iron sectional oil-fired boiler located in the basement. Heat distribution is primarily through steam-fired unit heaters, supplemented by perimeter cast-iron radiators in certain spaces. The facility lacks a mechanical cooling system; cooling is currently achieved via several window-mounted AC units in the front offices.

Weatherization Bid Specifications

The required scope of work encompasses the following building components. Proposers must provide comprehensive details on the proposed scope, materials, and installation strategy for each component.

Non-Gym Roof Areas (Approx. 1,800 sq ft)

Strategy to improve insulation and air sealing. Must be insulated to CBES 2020 or better, R49. Non-gym roof has a ceiling cavity approximately 3 ft deep between drop ceiling and roof. Insulation strategy can include spray foam, fiber insulation, or combinations of the two but must include an air sealing component.

Insulate and air sealing to CBES 2020, R49.

Rim Joist (Approx. 400 linear feet)

Insulation and air sealing to CBES 2020 or better.  Rim joist is accessible through a drop ceiling.

Insulate and air seal to CBES 2020, R-19 continuous or equivalent.

Weatherstripping

Targeted weatherstripping and sealing at all main double door entry and single door entry in gym.

Detail the type of weatherstripping to be used

Targeted Air Sealing

Air seal and insulate two significant air leakage pathways identified in the basement: Significant Pathway #1 seal hatch entry to the boiler room. Current hatch has metal cover with rust damage.

Significant Pathway #2. Seal exhaust fan opening. Existing fan is abandoned in place and can be removed or left in place to accomplish sealing. Opening is approximately 2.5 ft x 2.5 ft.

Contractor Responsibilities

The selected contractor will be responsible for:

  1. Site Inspection and Verification: Conducting a thorough site inspection to verify all dimensions, existing conditions, and to definitively identify the two most significant air leakage pathways for targeted sealing.
  2. Material Procurement and Installation: Procuring all necessary materials and executing all construction work detailed in the bid specifications and the approved proposal. All work must conform to all applicable federal, state, and local codes, including the 2020 VT CBES.
  3. Project Management: Providing comprehensive project management, scheduling, daily site supervision, and ensuring all work is completed safely and with minimal disruption to ongoing Recreation Center operations.
  4. Waste Management: Proper disposal and recycling of all construction debris.
  5. Quality Assurance: Implementing quality control measures and providing a standard workmanship warranty.

Deliverables

The following deliverables are required from the selected contractor:

  1. Project Schedule: A detailed timeline for all phases of work, including material ordering, mobilization, construction, and final inspection.
  2. Materials Specifications: Documentation (cut sheets) for all proposed insulation, air sealing products, and weatherstripping materials.
  3. Final Report: A comprehensive final report detailing the work performed, final as-built -values achieved, air sealing measures taken, and photographic documentation of key work phases (before, during, and after).

Proposal Submission Requirements

To be considered, proposals must adhere to the following structure and content requirements:

a. Technical Proposal (Maximum 10 pages)

  1. Executive Summary: A concise summary of the proposed scope, team qualifications, and a clear statement of understanding of the project objectives.
  2. Project Methodology: A detailed narrative addressing each component listed in Section II.b, including installation strategies, chosen materials, and calculations substantiating the anticipated performance improvements (-value and air sealing estimates).
  3. Project Team and Qualifications: Resumes of the Project Manager and key personnel. Proof of contractor licensing, insurance, and compliance with all applicable safety standards.
  4. Relevant Experience: A list of at least three (3) comparable commercial weatherization projects completed in the last five years, including project scope, contract value, and client references with contact information.
  5. Project Schedule: The detailed timeline required under Section III.b.

b. Financial Proposal (Separate, Sealed Document)

The financial proposal must be submitted as a separate, sealed document and include:

  1. Detailed Cost Breakdown: A line-item breakdown of all costs, including labor, materials, equipment rental, and overhead/profit, corresponding directly to the scope of work sections (Gym Roof, Non-Gym Roof, Rim Joist, etc.).
  2. Total Fixed Price: A single, all-inclusive fixed price for the entirety of the scope of work.
  3. Payment Schedule: A proposed schedule for payment milestones.

c. Submission Format

One (1) original hard copy and one (1) electronic copy (PDF) of the complete proposal must be submitted.

Right of Negotiation

The Montpelier Recreation Department reserves the right to negotiate the final scope of work, contract terms, and pricing with the highest-ranked proposer prior to contract award. The MRD also reserves the right to reject any and all proposals received, to waive minor irregularities, or to cancel this RFP at any time.
