Plumas County Risk Management, Safety and OES deems it necessary to revise or clarify this original RFP.
Plumas County Risk Management, Safety and OES reserves the right to reject any and all submittals and to waive
any informality, technical defect or clerical error in any submittal. This RFB is not an offer to contract. The
accepted proposal may become part of the contract agreement for furnishing the vehicle(s)/services.

SOLICITATION INSTRUCTIONS
1. PROJECT SUMMARY
Contractor shall provide and deliver the vehicle specified hereunder to the Plumas County Risk
Management, Safety and OES office, located at 1446 East Main St. Quincy, California, 95971. Contract
award will be based on the specifics listed below.
2. PRE-RFA SUBMITTAL ACTIVITIES
Plumas County Risk Management, Safety and OES office is issuing this Request for Bid (RFB) for
Service Vehicle to acquire One (1) One (1)- 1500 (half ton), Crew cab 4x4 truck with a V8 under
$50,000.00. This document provides direction on preparing proposals and describes the review and
contract award process. Service Vehicles requirements are contained in the Common Specifications &
Features Section.
3. SERVICE VEHICLE DESCRIPTIONS
The service vehicles provided under this project include the following:
One (1)- 1500 (half ton), Crew cab 4x4 truck with a V8 under $50,000.00
4. COMMON SPECIFICATIONS & FEATURES
Service vehicle shall meet or have the following specifications or features:
New Vehicle, Chevrolet, GMC, Ford, Ram or Dodge
4x4
Capable of using regular unleaded
Automatic transmission
Tow Package
Air Conditioning
Power windows/door locks/mirrors
Antilock Brakes/Traction control
Power steering
Cruise control
Power brakes
AM/FM stereo radio

5. RFA PREPARATION AND SUBMITTAL
Plumas County Risk Management, Safety and OES office will accept sealed bids through February 17th,
2026 at 3:00 p.m. Bids may either be delivered in person or via US mail to the following address: Plumas
County Risk Management, Safety and OES office, located at 1446 East Main St. Quincy, California, 95971.
1. One original and two copy of the required bid documents shall be submitted in a non-transparent,
sealed envelope plainly marked on the exterior with “PCRMSOES Vehicle Price Quote”.
2. Price quotations for in-stock vehicles must include the year, make and model of the vehicle and
must indicate the mileage on the odometer at the time the price is quoted. PCRMSOES assumes
that quotations are for in-stock vehicles subject to delivery upon execution of the purchase, unless
otherwise stated in the bid.
3. The form each quotation should take at a minimum is the full cash price of the vehicle quoted, sales
and or luxury taxes included, any associated fees and the cash total alongside product information
(i.e. facts, specifications, features, and warranty). Proposal must contain an original signature of a
person authorized to act as an agent of the offering party.
4. It is PCRMSOES’s intent to review bid documents February 17, 2026 at 3:15pm
5. PCRMSOES reserves the right to reject all price quotations submitted without cause. PCRMSOES
also reserves the right to select from the vehicles quoted, those that best fit PCRMSOES’s needs as
determined by a combination of price, relative vehicle quality and any other considerations of its
own choosing. PCRMSOES reserves the right to waive any informalities in any bid and to accept
the bid that appears to be in the best interest of PCRMSOES.
6. DELIVERY:
Delivery of the vehicle to the Plumas County Risk Management, Safety and OES office shall be in
accordance with the following provisions:
1. Prior to delivery, the vehicle shall be completely inspected and serviced by the delivering dealer
and/or the manufacture’s standard pre-delivery checklist shall be completed and signed by a
representative of the organization performing the inspection service and delivered with the vehicle.
2. The following documents shall be delivered to Plumas County Risk Management, Safety and OES
office with the vehicle:
