1412084647 (RFP) Design Services for the Arlington East Water Purification Facility
JEA is soliciting qualifications for professional engineering and permitting services for the Arlington East Water Purification Facility (WPF). JEA will award one (1) contract to the most highly qualified firm with which JEA is able to successfully negotiate a contract. The new WPF will be designed to treat an influent average flow of eight (8) million gallons per day. The new WPF will consist of the following purification processes:

Membrane Filtration (MF)

Reverse Osmosis (RO)
-
Ultraviolet (UV) light advanced oxidation process (AOP)
-
Membrane degasification
-
Post purification stabilization

JEA does not want the selected firm to re-evaluate the treatment process, however post-treatment optimization will be considered. JEA will be actively piloting and testing components as part of the H2.0 Center once online to assist in further refining the design. The 10 percent SDD should be used to explain the path intended by JEA moving forward and document decisions made to date. Elements which are firm are noted below.

Design conditions presented herein are preliminary. The Company is responsible for performing all process, pumping, and piping sizing and preparation of supporting design calculations.

This facility is not modeled after the H2.0 Center. This is a production facility and is not intended for demonstration, education, or public engagement as a visitor center.

WPF capacity of 8 mgd with core treatment process is firm: Membrane Filtration, Reverse Osmosis (RO), and UV Advanced Oxidation Process (UV AOP). While the process is set, there are opportunities for optimization and areas requiring further evaluation as follows:
o Location for chemical injection within the process.
o WPF process layout within the building.
o Site layout.
The scope for the work may include, but is not limited to:
• Surveys
• Geotechnical investigations
• Process modeling and hydraulic modeling
• Design services for WPF, pumping stations, pipelines including 30% basis of design report, design drawings and specifications
• Permitting activities and applications for construction
• Site work including stormwater, paving, grading, and landscaping design
• All supporting discipline design including structural, architectural, HVAC, plumbing, fire protection, electrical and I&C
• Services during construction
o Inspection will be facilitated by JEA’s Owner Advisory team and not required
• Coordination with CMAR firm who will be responsible for constructing the improvements
• Compliance with the JEA project delivery management system including design phase drawings, specifications, and calculations.
