Mandatory Pre-Bid Meeting Minutes for Installation of
replacement reflectors for permanent raised pavement markers
and installation of new snowplowable pavement markers as
needed for Contract MG00496 in Alamance, Caswell, Guilford,
Orange and Rockingham Counties.
On December 9, 2025, a Mandatory Pre-bid Conference was held at North Carolina
Department of Transportation’s Office located at 1584 Yanceyville Street in Greensboro,

This memo has been placed on the Bidding and Letting Site and must be included in your
submittal as an addendum.
Andrew W. Hinshaw (Traffic Project Manager) opened the meeting at 1:00 pm on Tuesday,
December 9, 2025, in the Division 7 Project Delivery Room with introductions and an
overview of the meeting. He mentioned that we were meeting for the MG00496 Pre-Bid
Meeting covering Alamance, Caswell, Guilford, Orange and Rockingham Counties.

Andrew stated the main reason we were not going to review the contract, we were here
today to ask questions about the line items, procedures and/or to provide clarification.
Dawn McPherson stated that this is mainly a interstate and high-volume roadway contract
that may involve some secondary roads. She stated that there are many areas in the division
with dead and missing snowplowable areas. Right now, there are several roads that have
been identified as needing replacement or installation of makers. She anticipates
somewhere in the realm of $500 - $1,000,000 work per year for the next few years. The
contract is renewable and will be evaluated at the end of its life.
She began the question-and-answer phase of the meeting by asking the contractors various
questions, which are listed below, to determine if we need to add any additional items in
the contract and how we should proceed with the distribution of the workload once the
contract begins.
Q&A:
Q. We have a line item for Police in the contract, how does that work on your end as
far as contacting the police departments?
A. The Contractors stated that it would be easier for them if NCDOT contacted the
police departments as they have found it difficult in this area to cross county lines
without having to then contact the next police department for that area. It would
also be beneficial to increase the total line-item quantity for this pay item as this
quantity is fairly low and will overrun.
Q. How is the Traffic Control setup for each area?
A. The Contractors all stated that the Traffic Control operation, no matter what type
of roadway, is a Rolling Moving Operation Caravan. The only difference in the
operation is the number of lanes that will be affected. If the contractor is working
on an interstate in the center lane, he will be required to have more Traffic Control
vehicles for the protection of the worksite.
The Contractor stated that it would be more beneficial to have a line item for either
temporary traffic control or additional traffic control per hour. The way that the
contract is set up right now traffic control is incidental and will cause line-item
prices to be higher than anticipated.
Q. How will the Contractor know which areas need work.
A. NCDOT will identify the areas that need work. It is the NCDOT’s intent to cover
an entire roadway from end to end and each section will be marked. No areas will
be skipped. However, coverage of the entire roadway is dependent on the funding
available.
Q. How should we send the work to the Contractor?
A. The Contractors all agree that it would be more beneficial to send the work per
county. However, in Guilford County it may also be beneficial to send it per
roadway., ie: I-40. Guilford County may also include heavy volume secondary
roads, such as US 220.
Q. What is the minimum required amount for the Contractor for it to be beneficial to
the company?
A. The minimum per mile is 66 each, not including gores. The longer the area the
better for all.
ADDENDA
The following items were changed in the contract, please insert the new page and sign the
Addenda page in the contract to accept the addenda:
• Page G-10 has been revised with the updated schedule
• Page R-14 has been revised with an SP titled Additional Traffic Control.
• Page T-1 has been revised with a new pay quantity for line 1 and a new line item
Please note that only the contractors that attended the meeting will be allowed to bid on
this project.

For the asphalt items noted in the chart as eligible for fuel adjustments, the bidder may include
the Fuel Usage Factor Adjustment Form for Paper Bid with their bid submission if they elect to
use the fuel usage factor. The Fuel Usage Factor Adjustment Form for Paper Bid is included
toward the end of this paper bid document when asphalt items noted in the chart as eligible for
fuel adjustments are part of the project.
Select either 2.90 Gal/Ton fuel factor or 0.90 Gal/Ton fuel factor for each asphalt line item on
the Fuel Usage Factor Adjustment Form for Paper Bid. The selected fuel factor for each asphalt
item will remain in effect for the duration of the contract.
Failure to complete the Fuel Usage Factor Adjustment Form for Paper Bid will result in using
2.90 gallons per ton as the Fuel Usage Factor for Diesel for the asphalt items noted above. The
contractor will not be permitted to change the Fuel Usage Factor after the bids are submitted.

ADDITIONAL TRAFFIC CONTROL:
In the event that the Contractor is notified by the Engineer that pavement markers are required on
multilane interstates, freeways and other controlled access facilities, additional traffic control
may be required. When utilizing a slow-moving operation on multilane divided roadways <55
mph, the operation shall consist of the vehicles and devices as shown on Roadway Standard
Drawing No. 1101.02, sheet 12 of the 2024 Roadway Standard Drawings. When utilizing a
slow-moving operation on multilane roadways >60 mph, the operation shall consist of the
vehicles and devices as shown on Roadway Standard Drawing No. 1101.02, sheet 13 of the 2024
Roadway Standard Drawings.
Payment for "Additional Traffic Control" will be made on a per hour basis.
