Gettysburg Leadership Training

NCO4 is conducting market reseach on potential small business entities - either Small Business (SB), Veteran Owned Small Business (VOSB), andor Service Disabled Veteran Owned Small Business (SDVOSB) - capable of delivering on-site training focused on leadership lessons learned from the battle of Gettysburg. A brief "statement of work" follows:

1. Scope. The Contractor shall design, develop, and deliver a professional leadership development program conducted on and around the Battle of Gettysburg battlefield in Gettysburg, Pennsylvania. The program will use historical decision points, terrain, and leadership challenges from July 1–3, 1863 to improve participants’ leadership, decision-making, communication, and team effectiveness in contemporary organizational settings.

2. Objectives

The objectives of this contract are to:

  Enhance participants’ ability to make sound decisions under pressure by analyzing historical leaders’ actions at Gettysburg.

  Improve communication, alignment, and team cohesion through facilitated discussion of command relationships and coordination during the battle.

  
  


• 
  

  Strengthen strategic thinking by connecting battlefield case studies to modern organizational challenges and mission execution.

  
  

3. Requirements and Tasks

The Contractor shall perform the following tasks:

   Program Design and Curriculum Development

   
   
   
   
   
   • 
     

     Develop a customized curriculum that incorporates a three‑phase staff‑ride methodology (preliminary study, field study, and integration) or equivalent structure appropriate for leadership development.

     
     
   
   
   • 
     

     Identify specific Gettysburg engagements, leaders, and locations (e.g., key terrain features and decision points) to be used as case studies, aligned with Government‑provided leadership competencies and values.

     
     
   
   
   
   


2. 
   

   Preliminary Study Phase

   
   
   
   
   
   • 
     

     Provide advance reading materials, maps, historical vignettes, and reflection questions to participants to establish baseline knowledge of the battle and its leadership challenges.

     
     
   
   
   • 
     

     Conduct a virtual or in‑person orientation session to review program goals, logistics, and safety requirements.

     
     
   
   
   
   


3. 
   

   Field Study Phase (On‑Site Gettysburg Experience)

   
   
   
   
   
   • 
     

     Facilitate a guided battlefield experience over one to two days, visiting selected sites in logical sequence to examine leadership decisions, options considered, and outcomes

     
     
   
   
   • 
     

     Lead structured discussions at each stop to link historical decisions to participants’ current roles and organizational context.

     
     
   
   
   
   


4. 
   

   Integration and Application Phase

   
   
   
   
   
   • 
     

     Conduct a capstone workshop or seminar (in person or virtual) to synthesize lessons learned, document key takeaways, and develop individual and team action plans for applying Gettysburg insights to the workplace.

     
     
   
   
   • 
     

     Provide a brief summary report to the Government outlining program content, participant feedback, and recommended follow‑up activities.

     
     
   
   
   
   

4. Deliverables

The Contractor shall provide, at minimum, the following deliverables:

• 
  

  Program design document, including objectives, agenda, sites to be visited, and mapping to Government leadership competencies.

  
  


• 
  

  Participant materials (digital and/or hard copy), including readings, maps, vignettes, and reflection tools.

  
  


• 
  

  One complete delivery of the Battle of Gettysburg Leadership Development Program for the specified number of participants, including all facilitation and on‑site activities.

  
  


• 
  

  Post‑program summary report (5–10 pages) capturing lessons learned, participant evaluations, and recommendations for sustaining leadership development.

  
  

5. Period of Performance

The period of performance for this contract shall be 30 days from date of award. The core on‑site Gettysburg program shall be delivered within one (1) month of award, on dates mutually agreed between the Government and Contractor.

6. Place of Performance

  Primary place of performance: Gettysburg National Military Park and surrounding areas in Gettysburg, Pennsylvania.

  Preliminary and integration phases may be conducted virtually or at Government or Contractor facilities, as specified in the task order.

  
  

7. Personnel and Qualifications

The Contractor shall provide qualified facilitators and historians with demonstrated experience in:

• 
  

  Conducting military or corporate staff rides or equivalent battlefield‑based leadership programs.

  
  


• 
  

  Teaching leadership, management, or organizational behavior to adult learners in professional or executive education settings.

  
  


• 
  

  Safely leading groups in outdoor environments and complying with applicable park regulations and safety requirements
