Project Summary

The City of West Fargo, North Dakota is seeking proposals from qualified consultants to lead a planning process for the development of a Growth Area Master Plan.

The purpose of this project is to produce a Growth Area Master Plan to strategically guide future development within the City's growth area in an orderly and coordinated manner that is both fiscally sustainable and consistent with the community's vision for the future of West Fargo.

The Growth Area Master Plan will detail the vision and outline the implementation strategy for the effective management of the City's growth and development over the next 10-25 years. The plan will build upon the City's Comprehensive Plan and will distill information and recommendations from a handful of existing plans, policies, studies, and institutional knowledge into a comprehensive guide for growth management.

In doing so, the City desires to create a Plan that integrates all aspects of growth management, including, but not limited to, land-use, urban form, annexation & municipal service extension, transportation, public facilities/uses, parkland/greenspace, economic development, fiscal impacts & fiscal sustainability, capital improvement planning & infrastructure improvements, etc. While the City has previously engaged in various levels of planning and study on a number of these fronts, there is a need to analyze these independent efforts within the collective context of growth management, to identify and address any knowledge gaps or conflicting direction, and to establish a cohesive growth management strategy that guides the decision-making process to provide clear direction that aligns with community values.

The City is particularly interested in ensuring growth decisions are fiscally sustainable in the long term, as the City is currently grappling with how to fund necessary infrastructure replacement projects and how to keep pace with the critical maintenance and replacement schedule of a growing infrastructure system.

Recognizing that urban growth and development economics react to the cumulative actions of many independent entities, the project will include a high degree of collaboration and coordination amongst City departments, partner agencies (Parks, Schools, Utility Providers, etc.), the development community, property owners, local businesses, and other stakeholders.

By the end of this process, the City will have the knowledge and the tools necessary to guide development in a manner that aligns with the public interest and vision, is well coordinated with partner entities, and is fiscally sustainable.
