II. BACKGROUND:
Mariposa County Behavioral Health and Recovery Services (MCBHRS) is
responsible for providing recovery support services that include non-clinical services
intended to help individuals stay engaged in the recovery process, provide emotional or
practical support to navigate care systems, and sustain positive behavior change.
Sober Support Drop-In center will be open to the public providing a sober support
environment for community members seeking recovery support services, sobriety and
recovery information, referrals and linkage to community services.
III. TIMELINE:
The timeline outlined below represents the tentative schedule for this RFP. Any change

IV: ELIGIBILITY TO APPLY REQUIREMENTS:
* Knowledge and understanding of collaborative service design.
* Ability to deliver services to clients in a culturally competent manner, including
those with limited English proficiency and diverse cultural and ethnic
backgrounds, and criminal involvement.
* Must have experience in managing recovery support programs, knowledge of
substance use disorders (SUD), and an understanding of various recovery
support modalities.
* Ability to oversee day-to-day operations, ensure regulatory compliance,
coordinate referrals, manage staff, monitor resident progress, and maintain a
sober environment.
* Must identify and be able to execute all aspects of the Service Locations as listed
under Scope of Services.
* Must identify and be able to execute all aspects listed in Staffing as listed under
Scope of Services.
* Must identify and be able to execute all aspects listed in Hours of Operations as
listed under Scope of Services.
* Must identify and be able to execute all aspects listed in the Program Design as
listed under Scope of Services.
* Must have the ability to abide by all local, state, and applicable federal
regulations and guidance surrounding the Substance Use and Prevention
Treatment Block Grant (SUBG) Recovery Supports requirements.
* Must have proof of insurance coverage in the form of a Certificate of Insurance
(COI) of appropriate amounts detailed below

* Must provide a W-9, request for taxpayer identification number and certification.
Federal Entity Identification Requirements. Proposer must be eligible to receive
federal funds. Prior to contract award, Proposer must obtain and provide a valid
Unique Entity Identifier (UEI) in accordance with 2 CFR Part 25. County may not
make a subaward to any entity that has not obtained and provided a UEI. If
Proposer is required by applicable law, program terms, or County policy to
maintain registration in the System for Award Management (SAM), Proposer
shall maintain such registration in good standing for the duration of the
Agreement and shall notify County immediately of any lapse, suspension,
deactivation, or other status change affecting eligibility to receive federal funds.
V. SCOPE OF SERVICES:
Program Design - The sober support environment drop-in center must be open to the
public no less than five (5) days per week with a minimum of 40 service hours per week
and provided a comprehensive range of recovery support services. These services
should include:
* Provide addiction and recovery information to the community.
* Offer addiction recovery support, groups and individual meetings
* Provide ongoing support to individuals in their recovery journey, including
monitoring and coaching.
* Support individuals in accessing services like housing, employment, education,
and treatment.
* Assist in life skills training and support.
* Assist in coordinating access to ancillary services, such as housing assistance
and transportation.
* Support in maintaining sobriety through Peer Support Services (if available) and
structured peer support activities.
* Provide relapse prevention strategies.
* Assist individuals in maintaining sobriety through structured activities and peer-
to-peer counseling.
* Provide linkage and transportation to necessary appointments and/or
placements.
* Referrals to other services:
All referrals are to be documented as to the referral and follow-up.

Referrals for pregnancy testing, HIV testing and TB testing will be

For perinatal clients

On the referral for SUD services indicate Perinatal status

* Provide perinatal referrals within 48 hours
Provide support referrals to prenatal and pediatric health care,
childcare, substance use effects education, and parenting
education.
* Ensure the facility is properly maintained and clean, supporting safety and the
physical environment's recovery focus.
* Coordinate care with MCBHRS.
* Provide monthly data reports, tracking the unduplicated client count of RSS
provided categorized by client demographics and type of service. Template for
reporting is attached below.

Project Objectives - The project aims to provide a sober environment for community
members to safely and securely seek information, education and support for substance
addiction and recovery. The project will offer a comprehensive range of recovery
services, including peer support, prevention, education, job training, and family support,
ensuring access to additional community resources.
Individuals Served - Mariposa County Substance Use Disorder clients and community
members seeking addiction and recovery support services and information.
Services Location - All services will be provided within Mariposa County in the
township of Mariposa. The service location must be situated in a safe, ADA accessible,
and convenient area providing ease in access to recovery support services.
Hours of Operations- The days and hours of operation are flexible and can be
established by the proposer by mutual agreement with County, with a minimum of no
less than five days or 40 hours per week.
Minimum Service Requirements - Ability to provide a sober support environment
drop-in center location for community member as well as a comprehensive range of
recovery support activities. Ability to track all recovery support service data and furnish
reports to the county in a timely manner.

approaches.
Budget - Please include a detailed overall budget that describes your estimated costs
for this program outlined above, including staffing and training costs.

Recovery support services are non-clinical services intended to help individuals stay
engaged in the recovery process, provide emotional or practical support to navigate
care systems, and sustain positive behavior change. SAMSHA has provided guidance

The recovery support services reporting requirement is intended for counties to track
and submit unduplicated counts of individuals by age, gender identity, and service type
for all SUBG-funded recovery support services.
Instructions
The purpose of this form is to capture the aggregated, unduplicated number of
persons who received recovery support services funded through SUBG by age
and gender identity.
For each age group, enter the aggregated unduplicated number of persons who
received services, by service received and self-reported gender identity.
Persons receiving recovery services may receive more than one type of service
during the reporting period.
Definitions for Sex and Gender, and Age Categories:
Sex: (Self-reported) Male or Female
Gender: Other (includes all other self-identified sexual orientations), Not
Available (missing/refused).
Ages: (Self-reported) Age - 6-12, 13-17, 18-20, 21-24, 25-44, 45-64, 65-74, and
75+ (Note: The age category of 0-5 years is not applicable.)

Reporting shall occur in the format set forth in
Attachment "D" to the Draft Contract.
The successful Contractor shall provide data security plan which meets federal and state
guidelines, subject to the reasonable approval of the County, which standards shall be
incorporated into the final contract."
VI. PROPOSAL SUBMISSION:
Proposal submissions must include a complete Proposal Package. Complete Proposal
Packages include the following:
Section 1 - Cover Letter
All proposals must be accompanied by a cover letter not exceeding three pages (not
including the copies of licenses/certificates) and should provide proposer information
and contact information as follows:
i. Contact Information - The name, address, telephone number, and fax number of
proposers primary contact person during the RFP process.
ii. Proposer Information - Description of the type of organization (corporation,
partnership, sole, etc.) and how many years it has been in existence.
iii. Proposers must submit a current organizational chart that includes the placement
of the program as described in this RFP.
iv. Proposal packages should include a copy of any applicable License or
Certification.
v. Include Organizational Chart.
Section 2 - Proposal Package Checklist
All items included in the proposal package must be submitted in order listed on the
Proposal Package Checklist. The Checklist must be submitted with the proposal. (See
Exhibit A)
Section 3 - Table of Contents
All proposals must include a table of contents.
Section 4 - Qualification Acknowledgement

All proposals/proposers must acknowledge in writing that proposer meets all the
qualifications as set forth in section IV. Eligibility to Apply Requirements.
Section 5 - Project Experience and References (not to exceed 15 pages)
All proposals must include the following information in this section.
i. Identify key staff and their qualifications and experience as it relates to the scope
of work outlined in this RFP.
ii. Describe experience and knowledge as it relates to delivering the scope of
services; include any program successes relevant to the scope of work as
defined in this RFP.
iii. Proposals should include information of any violations, corrective action notices,
enforcement actions or order, warning notices, writing, or other forms of non-
compliance documents if applicable.
Section 6 - Project Proposal
All proposals must include a project proposal section as outlined in Exhibit B. Proposals
should be written clearly and concise but also explicit and complete in reference to
Section V. Scope of Work.
Section 7 - Implementation Plan
Each proposal must include an implementation plan should the proposer be awarded.
This should include an outline and timeline of expected implementation.
Section 8 - Budget
All proposals should include a complete budget including staffing, overhead, and
program costs.
Section 9 - Federal Fiscal Compliance
All proposals must include a Federal Fiscal Compliance section containing the following:
i. A statement identifying whether Proposer expended $750,000 or more in federal
awards during its most recent completed fiscal year and was therefore subject to the
Single Audit requirements of 2 CFR Part 200, Subpart F.
ii. If subject to Single Audit, Proposer shall provide:
* the date of its most recent Single Audit,
* whether any material weaknesses, significant deficiencies, questioned costs, or
going concern findings were reported,
* whether any audit findings related to federal awards remain open or unresolved.
iii. If Proposer was not subject to Single Audit in its most recent completed fiscal year,
Proposer shall so certify.

iv. Proposer shall disclose any current or prior three-year financial circumstances
materially affecting Proposer's financial stability, including bankruptcy, insolvency,
material litigation affecting financial viability, or adverse audit findings.
v. County may require submission of additional financial records, audit reports,
corrective action plans, or other documentation necessary to complete its pre-award risk
assessment.
Section 10 - Appendix
Proposals can include any additional information that proposer believes to be applicable
to this proposal or qualification package and include such information in an appendix
section.
VII. SUBMISSION INSTRUCTIONS:
Proposal packages must be submitted by 5:00pm PST on 05/21/2026

Exhibit B - Project Proposals should be written using at least 12-point font with no less
than 1inch margins and should not exceed 250 words for each element of the project
proposal, except if additional words are explicitly allowed for that element.
All costs incurred in the preparation and submission of proposals and related
documentation will be the responsibility of the proposer.
This RFP does not constitute an offer of employment or to contract for services.
VIII. SELECTION CRITERIA:
Screening Criteria
After the period has closed for receipt of proposals, each proposal is examined by
County staff to determine compliance with the RFP format requirements and grounds
for rejections. Proposals which do not satisfy all qualification criteria will be excluded
from this RFP including:
* Late submissions
* Incomplete submissions

Only proposals received by the deadline will be screened for RFP requirements. The
proposals shall be screened to determine whether the proposal meets criteria in Section
IV. Eligibility to Apply/Minimum Requirements. Failure to submit all information required
in this RFP or to substantially follow the proposal format request shall disqualify the
proposal. Proposers will be notified of disqualification by the date shown in the RFP
timeline above Section III. Timeline.
Proposals that meet the format requirements will be submitted to the Review Committee
for rating.
Rating Process
Those proposals that meet minimum qualifications as noted above will be included in an
evaluation and selection process. The proposals will be reviewed and evaluated by a
Review Committee of no less than three people that shall evaluate and score the quality
of the RFP. Interviews may be requested for clarification of proposals. The Committee
may conduct interviews then re-score proposals. All proposers will be notified of the
results.
