I. INTRODUCTION:
Mariposa County Behavioral Health and Recovery Services (BHRS) is seeking
proposals for the provision of Recovery Support Services program, including a Sober
Support Drop-In Center for Mariposa County residents.
The purpose of this Request for Proposal (RFP) is to solicit proposals from qualified
individuals or agencies to provide a Sober Support Drop-In Center and Recovery
Support Services to community members. Work contracted under this proposal will not
exceed $115,351.00 per fiscal year, with a total not to exceed $230,702.00 for the two-
year term of this agreement. This project is funded by the Substance Use and
Prevention Treatment Block Grant (SUBG). The policy manual for this Grant is located

The term of the Agreement will be for a period of July 1, 2026 – June 30, 2028.
II. BACKGROUND:
Mariposa County Behavioral Health and Recovery Services (MCBHRS) is
responsible for providing recovery support services that include non-clinical services
intended to help individuals stay engaged in the recovery process, provide emotional or
practical support to navigate care systems, and sustain positive behavior change.
Sober Support Drop-In center will be open to the public providing a sober support
environment for community members seeking recovery support services, sobriety and
recovery information, referrals and linkage to community services.
III. TIMELINE:
The timeline outlined below represents the tentative schedule for this RFP. Any change

IV: ELIGIBILITY TO APPLY REQUIREMENTS:
• Knowledge and understanding of collaborative service design.
• Ability to deliver services to clients in a culturally competent manner, including
those with limited English proficiency and diverse cultural and ethnic
backgrounds, and criminal involvement.
• Must have experience in managing recovery support programs, knowledge of
substance use disorders (SUD), and an understanding of various recovery
support modalities.
• Ability to oversee day-to-day operations, ensure regulatory compliance,
coordinate referrals, manage staff, monitor resident progress, and maintain a
sober environment.
• Must identify and be able to execute all aspects of the Service Locations as listed
under Scope of Services.
• Must identify and be able to execute all aspects listed in Staffing as listed under
Scope of Services.
• Must identify and be able to execute all aspects listed in Hours of Operations as
listed under Scope of Services.
• Must identify and be able to execute all aspects listed in the Program Design as
listed under Scope of Services.
• Must have the ability to abide by all local, state, and applicable federal
regulations and guidance surrounding the Substance Use and Prevention
Treatment Block Grant (SUBG) Recovery Supports requirements.
• Must have proof of insurance coverage in the form of a Certificate of Insurance
(COI) of appropriate amounts detailed below
o Commercial General Liability (CGL): (2 million occurrence, twice
occurrence amount for aggregate)
o Automobile Liability: ($1 million per accident)
o Workers' Compensation insurance: ($1 million per accident)
o Professional Liability (PL) (if applicable) (1 million per occurrence or claim
2 million aggregates)
• Must provide a W-9, request for taxpayer identification number and certification.
Federal Entity Identification Requirements. Proposer must be eligible to receive
federal funds. Prior to contract award, Proposer must obtain and provide a valid
Unique Entity Identifier (UEI) in accordance with 2 CFR Part 25. County may not
make a subaward to any entity that has not obtained and provided a UEI. If
Proposer is required by applicable law, program terms, or County policy to
maintain registration in the System for Award Management (SAM), Proposer
shall maintain such registration in good standing for the duration of the
Agreement and shall notify County immediately of any lapse, suspension,
deactivation, or other status change affecting eligibility to receive federal funds.
V. SCOPE OF SERVICES:
Program Design – The sober support environment drop-in center must be open to the
public no less than five (5) days per week with a minimum of 40 service hours per week
and provided a comprehensive range of recovery support services. These services
should include:
• Provide addiction and recovery information to the community.
• Offer addiction recovery support, groups and individual meetings
• Provide ongoing support to individuals in their recovery journey, including
monitoring and coaching.
• Support individuals in accessing services like housing, employment, education,
and treatment.
• Assist in life skills training and support.
• Assist in coordinating access to ancillary services, such as housing assistance
and transportation.
• Support in maintaining sobriety through Peer Support Services (if available) and
structured peer support activities.
• Provide relapse prevention strategies.
• Assist individuals in maintaining sobriety through structured activities and peer-
to-peer counseling.
• Provide linkage and transportation to necessary appointments and/or
placements.
• Referrals to other services:
o All referrals are to be documented as to the referral and follow-up.
o Referrals for pregnancy testing, HIV testing and TB testing will be
available for all clients
o For perinatal clients
On the referral for SUD services indicate Perinatal status
• Provide perinatal referrals within 48 hours
Provide support referrals to prenatal and pediatric health care,
childcare, substance use effects education, and parenting
education.
• Ensure the facility is properly maintained and clean, supporting safety and the
physical environment's recovery focus.
• Coordinate care with MCBHRS.
• Provide monthly data reports, tracking the unduplicated client count of RSS
provided categorized by client demographics and type of service. Template for
reporting is attached below.
o Peer-to-Peer Support Individual

• Allow for County compliance monitoring, including fiscal monitoring and be
accountable for audit exceptions for failure to comply with contract requirements.
Project Objectives – The project aims to provide a sober environment for community
members to safely and securely seek information, education and support for substance
addiction and recovery. The project will offer a comprehensive range of recovery
services, including peer support, prevention, education, job training, and family support,
ensuring access to additional community resources.
Individuals Served – Mariposa County Substance Use Disorder clients and community
members seeking addiction and recovery support services and information.
Services Location – All services will be provided within Mariposa County in the
township of Mariposa. The service location must be situated in a safe, ADA accessible,
and convenient area providing ease in access to recovery support services.
Hours of Operations- The days and hours of operation are flexible and can be
established by the proposer by mutual agreement with County, with a minimum of no
less than five days or 40 hours per week.
Minimum Service Requirements – Ability to provide a sober support environment
drop-in center location for community member as well as a comprehensive range of
recovery support activities. Ability to track all recovery support service data and furnish
reports to the county in a timely manner.

Data Gathering, Outcomes, Reports –
• Meet with MCBHRS monthly to discuss program updates, interruptions in
services and any additional program needs or concerns.
• Provide monthly data reports as required by the county for state reporting.
• Provide detailed monthly expenditures for invoicing.
• Successfully participate in an Annual Site Visit conducted by MCBHRS to
monitor program and facility compliance.
Cultural Competence Compliance - The program must serve clients of diverse
racial/ethnic or cultural and linguistic characteristics and offer culturally specific
approaches.
Budget – Please include a detailed overall budget that describes your estimated costs
for this program outlined above, including staffing and training costs.
