Maintenance and Support of the JFK AirTran Flight Information Display System (FIDS)

NOTICE OF INTENT TO SOLE SOURCE
The Port Authority of New York and New Jersey (PANYNJ) intends to establish a sole
source contract with Industrial Television Services, Inc. (ITS), located in Franklin Park, IL, to provide the following:
SCOPE: Maintenance and Support of the JFK AirTran Flight Information Display
System (FIDS)
BRIEF DESCRIPTION: The Flight Information Display System is an integrated collection of ITS hardware and software as well as third party components. Collectively, this system is termed FIDS. The hardware operating system and database software were designed into the application software developed exclusively by ITS.
Flight content is collected through various sources designed, implemented and supported by ITS, including direct airline operational systems and JFK Terminal FIDS systems. This content is collected via ITS’ fully redundant FIDS servers located at JFK Building 14 and distributed to ITS display controllers that compose the pages that are received and then displayed on the flight information display monitors throughout the JFK AirTrain system.
Vendor will provide periodic preventative maintenance for the hardware and software of the Flight Information Display Systems which provides flight information to passengers throughout JFK AirTrain stations and parking garages. These services will be in accordance with the manufacturer’s recommendation and to maintain the products in good working order in conformance with the manufacturer’s specification and all engineering changes provided by the manufacturer. The original system was installed in 2004 and utilizes a proprietary software.

The Port Authority does not guarantee that firms responding to this notice will be rendered a request to tender an offer for this procurement. In addition, the Port Authority does not guarantee that any solicitation will occur for this procurement, but reserves the right to solicit proposals.

The Port Authority of New York and New Jersey (Port Authority), in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 USC §§ 2000d to 2000d-4) and the Regulations, hereby notifies all bidders or offerors that it will affirmatively ensure that for any contract entered into pursuant to this advertisement, businesses will be afforded full and fair opportunity to submit bids in response to this invitation and no businesses will be discriminated against on the grounds of race, color, national origin (including limited English proficiency), creed, sex (including sexual orientation and gender identity), age, or disability in consideration for an award.
