REQUEST FOR PROPOSALS (RFP)
MISSOULA PUBLIC LIBRARY LIVING ROOF
LIVING ROOF MODULES SELECTION
The City of Missoula (City) hereby solicits proposals from manufacturers and suppliers of
living roof modules and plants, pursuant to Title 18, Chapter 4 of the Montana Codes
Annotated. This RFP is to be advertised in the Missoulian December 27th and January 3rd.
The proposals will be evaluated based on the best-value criteria discussed in this Request
for Proposals (RFP). The City intends to select one Supplier from this evaluated bid process
and then proceed with final design of living roof retrofit based on the selected Supplier’s
materials. Morrison-Maierle is providing engineering design services for the City and will be
assisting with the selection process. The City is planning to use project funding through
Federal and Local agencies and their requirements apply to this project, including Buy
America, Build America.
1.0 SUBMITTAL INFORMATION
Submit one electronic copy of the proposal. Electronic files shall be searchable and be
bookmarked to allow for easy navigation to different sections.

Completed proposals will be accepted until 4 p.m. (Mountain Time Zone) on January 14th,
2026.

2.0 PROJECT DESCRIPTION
The City of Missoula was recently awarded a federal grant through Western Montana
Conservation Commission to retrofit the roof of the Missoula Public Library from rock ballast
to living roof. The living roof system should include modules, growing medium, and climate
adapted plants. Construction of the project is intended to begin in the fall of 2026.
The living roof design is anticipated to include approximately 13,000 square feet of living roof,
spread across three levels of the building. The primary objectives of the living roof are
stormwater runoff reduction, green infrastructure demonstration, energy efficiency, and
pollinator habitat.
3.0 SELECTION PROCESS
The City selection process is advertised as required in the Missoulian and at
Montana Plan Exchanges.

Proposal Schedule:
o Proposal submittals are due by the date listed on Page 1. Extensions will
not be granted.
o Selection will be completed and suppliers notified within 5 weeks of the
proposal due date.
Proposals are evaluated based on the following criteria and selected based on
assigned scores and best value. Suppliers are encouraged to provide additional
information speaking to these criteria to allow us a better understanding of the
various equipment benefits:
o Price
15 points
o Regional experience and past performance
25 points
o Adaptation of plants to local climate
20 points
o Warranty and maintenance support
25 points
o Capability to meet schedule
15 points

Throughout the design, the Engineer will work with the selected Supplier to
identify specific plants, module style, and quantity. The Engineer will provide
irrigation design and roof retrofit details.
The City will initially establish a contract with the selected Supplier for the listed
price, negotiated to align with anticipated design quantities. Upon award of the
project to a construction Contractor, the Supplier contract will be transferred from
the City to the Contractor. The Contractor will take responsibility for delivery
coordination, installation and payment of the remaining sum due to the supplier.
4.0 PROPOSAL CONTENTS
If a Supplier chooses to present information on multiple types of living roof module systems,
the required information listed below should be included for each distinct type.
The Supplier shall furnish a proposal package to the City for approval. At a minimum the
package shall include the following:
A. Technical Information
1. Company information, including growing location and module manufacturing
location.
2. Description of standard delivery, installation support, and warranty provided.
3. A signed statement shall accompany the proposal, where the supplier certifies
that the materials they plan to use will conform to the Build America, Buy
America (BABA) Act.
4. Drawings including typical layout and individual system component details,
including dimensions, typical saturated weight, and connection details.
5. Cut sheets and product information for modules and growing medium.
6. List of all available plant species.

7. List of recommended plant species for climate and aesthetics.
8. System shall include an optional water-retention feature designed to temporarily
store stormwater within the system to reduce runoff and support plant health.
B. Costs
1. Price shall be provided with the following individual line items:
a. Living roof modules with growing medium and mature vegetation, cost per
square foot. List costs separately for module types, if necessary.
b. Unit price for modules shall include any necessary accessories for installation
of the module, such as roof edging, drain covers, wind uplift fasteners, and
other roofing supplies and materials.
c. Delivery to site
d. Warranty (if assessed separately)
For proposal purposes, the Supplier shall include costs for providing trained personnel
for installation assistance as follows:
1. Supplier Services During Construction:
a. Pre-construction Contractor training for certified installation practices.
b. Representative on-site for the duration of construction to ensure proper
installation according to Supplier’s recommendations.
c. While not on site, Equipment Supplier’s representative shall be available to
the Contractor during working hours by telephone, cell phone, or email.
2. Manufacturer’s Services During the Warranty Period:
a. The warranty period shall include one site visit by the Supplier’s
representative for inspection and maintenance recommendations at the
request of the Owner.
b. Phone and email support of 10 hours per year.
C. Capability to meet schedule
1. Provide information on expected plant and module lead times, including
estimated growing season and maturity schedule.
a. Preference is for modules to be delivered fully vegetated at time of
installation.
b. Supplier must certify that they have capacity to deliver up to 13,000
square feet of plant materials and modules at one install date.
D. Experience and Past Performance
1. Provide photos, location, living roof install square footage by module type, and
total cost of plants and modules for a minimum of two previous projects.
Projects should be local to Montana or similar climate.

5.0 SCOPE OF WORK BY OTHERS
The Scope of Work to be provided by others may include, but is not limited to, the following:
Overall project design responsibility
Review and approval of design parameters
Final design drawings showing installation of modules and tie-in points
Receiving, unloading and safe storage of all materials
Interconnecting piping between processes
Irrigation system design
6.0 CONDITIONS RELATED TO PROPOSALS
1. This RFP does not constitute an offer to contract and does not commit the City to the
award of a Contract to anyone, or to pay any costs incurred in the preparation and
submission of submittals. All costs of the proposal, selection process, and related
expenses are the responsibility of the proposer.
2. The City reserves the right to accept or reject any or all submittals received as a result
of this selection process in the best interest of the City. The City reserves the right to
waive any informality or irregularity in any submittal.
3. The City reserves the right to delay, suspend or cancel all or part of this RFP at any
time and for any reason determined by the City to be in the public’s best interest.
4. All submittals become the property of the City.
5. The City may reject any submittal not in compliance with the prescribed procedures
and requirements.
6. The City reserves the right to adjust or modify any of the cost information submitted
by Suppliers to calculate an accurate present worth cost, based on the best
professional judgment of the City and its consultant Morrison-Maierle.
7. The City reserves the right to request additional information from the Suppliers and to
consider this additional information in making a final determination of which System is
in the public’s best interest.
7.0 INTERPRETATIONS AND ADDITIONAL INFORMATION
Morrison-Maierle will notify Suppliers on the RFP holders list of any additional information
that becomes available after receipt of the RFP. If necessary, interpretations or clarifications
in response to questions will be issued to all parties included on the RFP holders list.
Suppliers are encouraged to submit requests for clarifications early in the proposal process.
