Notice of Intent to Award a Sole Source Science Care of Phoenix Arizona

1. Synopsis:

This synopsis is in accordance with FAR Part 5, Notice of Intent to award a sole source requirement. This Notice of Intent is not a request for competitive proposals. This is not a solicitation or request for offers. No solicitation package is available, and email requests will not be honored. Only one (1) responsible source and no other supplies or services will satisfy agency requirements.

The Defense Health Agency (DHA) intends to award a sole source contract to Science Care to provide Fresh or Fresh Frozen Cadavers and Refrigerated Storage to Madigan Army Medical Center, WA for purposes of conducting Advanced Surgical Skills for Exposure in Trauma training for Military Physicians and Surgeons as part of the Emergency War Surgery Course, hosted by Defense Medical Readiness Training Institute.

2. Background;

This Individual Justification is submitted to award a sole source contract to Science Care, Phoenix, AZ to provide DHA Cadaver Specimens for required training. Based on Market Research it is both expensive and challenging for other competitors to hold specimens in cold storage for three (3) days of training. The cold storage is required because Madigan Army Medical Center does not have adequate cold storage to accommodate the number of specimens being requested for their training requirements on behalf of DHA.

Additionally, confirmation of specimen availability will be dependent on required course dates of October 29-31, 2025.

This contract will be Firm-Fixed Price. Additionally, this contemplated contract would be awarded to Science Care, Phoenix, AZ.

3. Description:

DHA seeks to award a sole source contract to the Science Care, Phoenix, AZ.

to provide Cadaver Specimens and Refrigerated storage during Advanced Surgical Skills for Exposure in Trauma Training for Military Physicians and Surgeons at Madigan Army Medical Center, WA.

4. NAICS Code:

The North American Industry Classification System Code (NAICS) for this requirement is 621991 with the size standard of $35M. The Product Service Code (PSC) procurement is 6515.

This procurement will be made utilizing Federal Acquisition Regulation (FAR) Part 6, Authority 10 U.S.C. 3204(a)(1) - FAR 6.302-1(a)(2)(i)(A) Only one responsible source and no other supplies or services will satisfy agency requirements, in conjunction with FAR Part 12, Acquisition of Commercial Products and Commercial Services procedures.

5. Submission Instructions:

Interested parties may identify their interests and capability to respond to this requirement within 15 calendar days of the publication of this notice. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government.

Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed contract based upon response to this notice is solely within the discretion of the Government.

No reimbursement for any cost connected with providing capability information will be provided.
