INVITATION TO BID
Bids for construction of North Avenue – Bancroft to Higgins Water Main Replacement
Project will be received by the City of Missoula until January 14th, 2026 at 2:00 PM local
time, and then publicly opened and read aloud via Teams Meeting.

The City of Missoula requires that bidders submit electronic bids as prescribed on the
City’s electronic bidding site, www.questcdn.com.
The project generally consists of, but is not necessarily limited to, the following major
items:
2305 LF of 8-Inch Class 350 DIP Water Main
116 LF of 6-Inch Class 350 DIP Water Main
160 LF of Bored 10-Inch DR 11 D.I.P.S. HDPE Water Main
2140 LF of 1-Inch SIDR 7 HDPE Water Service
Connections to Existing 6-Inch Water Mains
Gate Valves, Bend, Tees, Reducers, and Other Fittings
Fire Hydrants
Subbase, Base, and 3” Asphalt Restoration
Landscape Restoration
This work includes the furnishing and installation of equipment, materials and related
appurtenances in the following trades: piping, concrete, landscaping, paving, and other
related trades. The work will be done under a single contract.
Prospective Bidders must purchase contract documents through QuestCDN.
QuestCDN is a web-based platform for construction project advertisements, bid
documents distribution and plan holder lists. Prospective bidders will need the seven
digit QuestCDN project number 9978046 to locate the job on the QuestCDN website
search page. Bids will not be accepted from any prospective bidder who has not
purchased contract documents through QuestCDN.

Obtaining bidding documents and submitting a bid:
1. Proceed to the City of Missoula web site www.ci.missoula.mt.us/bids, click on the
“e-bidding site”. You then will be directed to the City’s QuestCDN electronic
bidding project list.
2. Select the project listed in this advertisement from the list of projects. Prospective
bidders may view the bid documents at no cost under ‘view bid documents’. To
be considered a plan holder, you must register for a free membership on
QuestCDN and download the contract documents in digital form under ‘download
bid documents’. There is a non-refundable fee of $42.00 to download the
documents and bid the project.
3. You will be asked to sign into your account or create a free QuestCDN account
by clicking the ‘join’ link. Contact QuestCDN at 952-233-1632 or
info@questcdn.com for assistance in membership registration, downloading the
project and vbid online bid submittal.
4. The QuestCDN ebiddoc number for this project is: 9978046
5. To access the bid form, click the online bidding button at the top of bid
advertisement. The on-line bid button will be available when the project is
published and open for bidding.
6. All addendums will be issued through the City’s QuestCDN electronic bidding
site. You must download the bid documents to be a plan holder and receive any
addenda. It is the sole reasonability of the contractor, subcontractor, vendor
and/or any individual and/or corporation to review all addendums twenty-four (24)
hours prior to bid.
There will be a virtual pre-bid conference at 3:00 PM local time, on January 6th,
2026. Interested CONTRACTORS are required to attend. It is the CONTRACTOR’s
responsibility to be familiar with the site and any constraints material to the bid. A
tour of the project site will NOT be conducted after the meeting.
The last day to submit questions is on January 8th, 2026 at 5:00 PM local time.

Actual prior experience performing the type of work in this project is an important
factor for performance of this project. The Bidder is required to submit at the time
of the bid with the bid proposal packet proof of experience performing work of a
similar nature. Lack of experience in successfully completing projects of a similar
size, with similar complexity may be construed as constituting a non-qualified
bidder as determined by the City of Missoula.
In addition, the Drawings and Project Manual may also be examined at the following

Exchanges at Montanabid.com; or your regional plan exchange(s).
CONTRACTOR(s) and any of the CONTRACTOR's subcontractors bidding on this
project will be required to obtain registration with the Montana Department of Labor and
Industry (DLI). Forms for registration are available from the Department of Labor and
Industry, P.O. Box 8011, 1805 Prospect, Helena, Montana 59604-8011. Information on
registration can be obtained by calling 1-406-444-7734. Forms for registration can also
be obtained online at MT.Contractor.Com. CONTRACTOR's are required to have
registered with the DLI prior to bidding on this project.
All laborers and mechanics employed by CONTRACTOR(s) or subcontractors in
performance of the construction work shall be paid wages at rates as may be required
by the laws of the state of Montana in accordance with the schedule of Davis-Bacon
prevailing wage rates established by the schedule of Montana Prevailing Wage Rates
established by the Montana Department of Labor and Industry included in the Project
Manual.
The contractor must ensure that employees and applicants for employment are not
discriminated on the basis of race, ancestry, color, physical or mental disability, religion,
national origin, sex, age, marital of familial status, creed, ex-offender status, physical
condition, political belief, public assistance status or sexual orientation, gender identity
or expression, except where these criteria are reasonable bona fide occupational
qualifications.

Each bid or proposal must be accompanied by a Certified Check, Cashier's Check, or
Bid Bond payable to the City of Missoula, in an amount not less than ten percent (10%)
of the total amount of the bid. Successful BIDDERS shall furnish an approved
Construction Performance Bond and a Construction (Labor and Materials) Payment
Bond, each in the amount of one hundred percent (100%) of the contract amount.
Insurance as required shall be provided by the successful BIDDER(s) and a
certificate(s) of that insurance shall be provided.
This project is funded in part or in whole with grant/loan funding from the Drinking Water
State Revolving Fund.
Award of the project will be contingent upon receiving funding and award concurrence
from Montana Department of Environmental Quality, Drinking Water State Revolving
Fund.
BIDDERS on this work shall be required to comply with Title 40 CFR 33.240 and
Executive Order 12138 and Housing Community Development Act (P.O. 93-393). The
requirements for BIDDERS and CONTRACTORS, under this regulation and Executive
Order, concerns utilization of Disadvantaged Business Enterprises (DBE), consisting of
Minority Business Enterprise (MBE), Women’s Business Enterprises (WBE), Small
Business (SB) and Labor Surplus Area Business (LSAB) and are explained in the
Project Manual.
BIDDERS on this work will be required to comply with the President’s Executive Order
No.’s 11246 as amended, 11458, 11518, and 11615. The requirements for BIDDERS
and CONTRACTORS under these orders are explained in the Project Manual.
The applicable goals and timetables for minority and female utilization shall be included
in all Federal and Federally assisted construction contracts and subcontracts in excess
of $10,000. The goals are applicable to the CONTRACTOR’S aggregate on-site
construction work force, not merely that part of the work force that is performing work on
a federal or federally assisted contract or subcontract. The appropriate goal must be
inserted in the blank in the Federal EPA Supplemental General Conditions. These
goals are applicable to all of the CONTRACTOR’S construction work regardless of
Federal participation performed in the covered area.
A bid may not be withdrawn after the scheduled time for the public opening of the Bids
specified above unless it meets requirements and procedures outlined in Article 16.02
of the Instructions to Bidders.

The right is reserved to reject any or all Proposals received, to waive informalities, to
postpone the award of the contract for a period of not to exceed sixty (60) days, and to
accept the lowest responsive and responsible bid which is in the best interest of the City
of Missoula.

www.ci.missoula.mt.us/bids and on the City’s QuestCDN page.
Any objections to published specifications must be filed in written form with the City
Clerk prior to the bid opening.
