I. INTRODUCTION

The City of Conway, South Carolina (“City”) is requesting Statements of Qualifications (SOQs) from

qualified consulting firms to prepare a Transportation Element as part of the City’s Comprehensive Plan

update process. The purpose of this Request for Qualifications (RFQ) is to identify and select a qualified

consulting firm with demonstrated expertise in transportation planning, multimodal mobility planning,

and comprehensive planning services for municipalities and regional agencies.

The selected consultant will assist the City in evaluating existing transportation conditions, identifying

future mobility needs, and developing multimodal transportation strategies that support safe, efficient,

connected, and accessible transportation systems throughout the City. The Transportation Element shall

be prepared in a manner consistent with the South Carolina Local Government Comprehensive Planning

Enabling Act of 1994, as amended.

This solicitation is a Request for Qualifications (RFQ), and respondents are not requested to submit cost

proposals at this time. Following evaluation of qualifications, the City intends to negotiate a detailed

scope of services and fee with the highest-ranked firm.

II. PROJECT OVERVIEW

The Transportation Element will serve as a long-range planning document intended to guide

transportation infrastructure improvements, mobility strategies, land use coordination, and transportation

policy decisions within the City of Conway. The Transportation Element will be developed as part of the

City’s broader Comprehensive Plan update effort and should be prepared in a format suitable for

integration into the overall Comprehensive Plan document. The City seeks a consultant capable of

evaluating existing transportation infrastructure and developing practical, implementable, and forward-

looking recommendations that support:

• Safe and efficient transportation systems

• Multimodal transportation opportunities

• Economic development and community investment

• Neighborhood connectivity and accessibility

• Quality of life improvements

• Coordination between transportation and land use planning

• Future growth and development needs

The City anticipates this effort will primarily involve planning-level transportation analysis and policy

development. Detailed engineering design services and full-scale regional travel modeling are not

anticipated unless otherwise proposed by the consultant.

City staff intends to remain actively involved throughout the planning process, including coordination,

data sharing, technical review, policy development, public engagement activities, and review of draft

materials and recommendations.

III. PROJECT GOALS

The City of Conway seeks to develop a Transportation Element that establishes a practical,

implementable, and forward-looking framework for transportation planning and mobility improvements

throughout the community.

The City’s goals for this planning effort include, but are not limited to:

• Improving connectivity throughout the City for vehicles, pedestrians, bicyclists, and

alternative transportation modes.

• Enhancing transportation safety and accessibility for all users.

• Supporting coordinated growth and land use planning.

• Identifying transportation improvements needed to accommodate future development and

population growth.

• Improving roadway efficiency, traffic flow, and network connectivity.

• Expanding and improving pedestrian, bicycle, greenway, and pathway connections.

• Supporting economic development and neighborhood accessibility.

• Preserving and enhancing the character and quality of life of the Conway community.

• Developing practical implementation strategies and prioritized recommendations.

• Ensuring the Transportation Element functions as an integrated component of the City’s

Comprehensive Plan update effort.

IV. RELATED PLANS AND COORDINATION

The selected consultant shall coordinate the Transportation Element with existing City plans and

initiatives, including but not limited to:

The selected consultant shall also coordinate, as necessary, with:

• South Carolina Department of Transportation (SCDOT)

• Grand Strand Area Transportation Study (GSATS)

• Regional planning agencies

• Utility providers

• Stakeholders and community organizations

V. ANTICIPATED SCOPE OF SERVICES

The selected consultant will work closely and collaboratively with City staff throughout the duration of

the project. City staff intends to be actively involved in the planning process, including coordination,

data sharing, policy development, review of draft materials, public engagement activities, and

development of recommendations. The anticipated scope of services may include, but is not limited to:

TASK 1: Project Initiation and Coordination

Anticipated Services:

1) Conduct project kickoff meeting with City staff.

2) Refine project schedule and work plan.

3) Identify data needs and coordination requirements.

4) Establish communication and reporting procedures.

5) Coordinate regularly with City staff throughout the planning process.

6) Incorporate staff input and technical review into development of recommendations and draft

documents.

TASK 2: Existing Conditions Assessment

Anticipated Services:

1) Inventory and analyze existing transportation infrastructure.

2) Evaluate roadway conditions, connectivity, and congestion.

3) Review traffic patterns and operational concerns.

4) Identify transportation safety concerns and deficiencies.

5) Assess pedestrian, bicycle, transit, and multimodal infrastructure.

6) Review freight, evacuation, and emergency access considerations as appropriate.

TASK 3: Growth and Future Conditions Analysis

Anticipated Services:

1) Evaluate projected growth and development patterns.

2) Assess future transportation demands and mobility needs.

3) Identify areas where growth may impact transportation infrastructure and operations.

TASK 4: Multimodal Transportation Strategies

Anticipated Services:

1) Develop recommendations to improve roadway connectivity.

2) Identify pedestrian and bicycle infrastructure improvements.

3) Evaluate opportunities for alternative transportation modes.

4) Consider Complete Streets concepts and multimodal design principles.

5) Identify opportunities to improve safety and accessibility.

TASK 5: Public Engagement and Stakeholder Coordination

Anticipated Services:

1) Facilitate stakeholder coordination and public outreach in coordination with City staff.

2) Conduct meetings, workshops, or engagement activities, as appropriate.

3) Prepare public presentation materials and meeting summaries.

4) Work collaboratively with City staff during public engagement activities and presentations.

TASK 6: Implementation Strategies and Recommendations

Anticipated Services:

1) Develop short-, intermediate-, and long-range transportation recommendations.

2) Identify priority transportation improvement projects.

3) Recommend implementation strategies and funding opportunities.

4) Develop policy recommendations supporting transportation and land use coordination.

TASK 7 – Draft and Final Transportation Element

Anticipated Services:

1) Prepare draft Transportation Element document.

2) Revise document based on City comments and stakeholder feedback.

3) Prepare final Transportation Element suitable for adoption.

4) Attend and present at Planning Commission and City Council meetings as necessary.

VI. DELIVERABLES

At a minimum, the selected consultant shall provide:

1) Project work plan and schedule

2) Existing conditions assessment

3) Transportation needs assessment

4) Public engagement summaries

5) Transportation improvement recommendations

6) Draft Transportation Element

7) Final Transportation Element

8) Supporting maps, graphics, and exhibits

9) GIS data and mapping products in editable digital format

10) Presentation materials for public meetings, Planning Commission, and City Council

VII. PROJECT SCHEDULE

The City anticipates completion of the Transportation Element within 18 months following contract

execution. Respondents should include a proposed project schedule and anticipated timeline for

completion of major project tasks and deliverables as part of their Statement of Qualifications.
